Israeli Arrow Points to Iran

JERUSALEM - A joint US-Israeli missile defense system meant to shield Israel from Iranian attack hit a snag when a series of tests were aborted because of malfunctions, defense officials said yesterday.

The Arrow, a project between state-run Israel Aerospace Industries Ltd. and Chicago-based Boeing Co., is part of a multilayered missile defense system Israel is working on to protect it from all forms of attack, ranging from short-range rocket fire from Lebanon and Gaza to longer-range missiles from Iran. Israel sees Iran as its biggest threat because of its nuclear program and development of medium-range ballistic missiles. Those fears have been compounded by persistent anti-Israeli rhetoric from Iran’s president, Mahmoud Ahmadinejad.

Israel’s concerns were heightened this week when Secretary of State Hillary Rodham Clinton said the United States would extend a “defense umbrella’’ over its Gulf Arab allies to prevent Iran from dominating the region “once they have a nuclear weapon.’’

The comments raised eyebrows in Israel. “I was not thrilled to hear the American statement from yesterday that they will protect their allies with a nuclear umbrella, as if they have already come to terms with a nuclear Iran,’’ Dan Meridor, Israel’s minister of intelligence and atomic energy, told Army Radio. “I think that’s a mistake.’’

OOPS, Clinton stepped in shit!

Hours after Meridor spoke, Clinton clarified her remarks, saying she was “not suggesting any new policy’’ on Iran and continued to believe that “Iran’s pursuit of nuclear weapons is unacceptable.’’

Israeli officials and analysts played down the glitches in the Arrow tests, saying they were expected in such a complicated project and would not affect the long-term development of the system. A statement from the Pentagon’s Missile Defense Agency said the mission was an interception test and also exercised the Arrow system’s interoperability with other elements of the US ballistic missile defense system.

The tests of the Arrow II system took place over the past week off the coast of California, most recently on Wednesday, the defense officials said. But communication glitches between the missile and the radar led US defense officials to abort the test before an intercepting missile could be fired, they said. They spoke on the condition of anonymity because they were not authorized to disclose details of the tests.

An operational version of Arrow II is partially deployed, and the United States and Israel are in the preliminary stages of developing an upgraded Arrow III. The homegrown “Iron Dome’’ system is designed to bring down short-range rockets of the kind Palestinian and Lebanese militants use. Last week, Israeli officials reported a successful live test of the system.

NEW YORK - Warheads produced by Raytheon Co. for the US missile defense system were delivered as many as 50 days behind schedule last year because of poor management, the head of the Missile Defense Agency said yesterday.

A "lack of discipline during assembly and testing" of the warheads was responsible for the delays, Army Lieutenant General Patrick O'Reilly told a House panel. The Raytheon warhead is the critical weapon in the $35.5 billion US network of ground-based interceptor missiles linked by satellites, radar, and communications. The 28 missiles are in silos at Fort Greely, Alaska, and Vandenberg Air Force Base, Calif., as a defense against North Korean missiles.

Raytheon is the world's largest missile maker. The warheads are assembled at its plant in Tucson and the problems there are similar to the many other problems over the past year with other missile defense contractors, said O'Reilly, the agency's new commander. Because the military monitors Raytheon's production and scrupulously inspects the finished product, the quality of the warheads that are deployed is not in question, agency spokesman Rick Lehner said.

However, according to O'Reilly, at issue are the cost overruns the government pays and the delays in testing the system that are caused by the slowness in producing and delivering the warheads, satellites, and other components.

Boeing Co. is the prime contractor on the system. Northrop Grumman Corp., Orbital Sciences Corp., and Raytheon are the top subcontractors....

President Obama has given Iran until late September to accept an offer of talks to give up its nuclear ambitions, and until the end of the year to show some progress on the issue. He described Israel’s relationship with Washington as “important and steadfast,’’ a departure from tough comments he made only a week ago when he said he would not accept orders from the United States....

US Secretary of State Hillary Rodham Clinton said on NBC’s “Meet the Press’’ yesterday that Iran would not be allowed to have a nuclear weapon, and reiterated Washington’s commitment to protect Israel from any threat posed by Tehran.

Flying into Israel from talks in Damascus with President Bashar al-Assad on the possibility of restarting Israeli-Syrian negotiations, Mitchell discussed a settlement deal and prospects for regional peace with Defense Minister Ehud Barak in Tel Aviv. Mitchell told reporters he has been urging Arab leaders “to take steps towards normalization as gestures of their own to demonstrate that everyone in the region shares the vision of comprehensive peace that we share.’’

JERUSALEM - Defense Secretary Robert Gates and his Israeli counterpart both stressed yesterday that they support engagement and economic sanctions to prevent Tehran from acquiring a nuclear weapon. The two leaders, however, appeared to differ markedly on the prospects for the talks’ success and what steps to take if diplomacy failed.

Israeli Defense Minister Ehud Barak twice in a short news conference raised the possibility that military action might be needed at some point to stop Iran’s nuclear program.

“We clearly believe that no options should be removed from the table,’’ Barak said. “This is our policy. We mean it. We recommend others to take the same position, but we do not dictate to anyone.’’

Gates steered clear of any talk of military options.... Gates said the administration hopes to have an initial response from Iran regarding its entreaties by the fall. If the talks fail, he said, stiff international economic sanctions on Tehran were in order.

“I think we’re in full agreement [with Israel] on the negative consequences of Iran obtaining this kind of capability,’’ Gates said. “I think we are also agreed that it is important to take every opportunity to try and persuade the Iranians to reconsider what is actually in their own security interest. We are in the process of doing that.’’

The Israelis haven’t outwardly, or in private, opposed talks between the United States and Iran, US defense officials said. “I certainly had the sense from my meetings with the prime minister and the defense minister today that they are perfectly willing to allow this process of attempted engagement to go forward,’’ Gates said.

Barak’s remarks, however, made it clear that the Israelis remain deeply skeptical that any sort of engagement will dissuade Iran from developing a nuclear weapon. Both Gates and Barak stressed that the opening for engagement with Iran was a limited one. Gates also warned that the Iranians would not be allowed to use the cover of engagement to “run out the clock’’ while they continued to make progress in the nuclear program....

It could take hundreds, if not thousands, of air sorties to penetrate Iran’s air defenses and strike its known nuclear facilities. Even if such strikes were successful, they wouldn’t necessarily destroy Iran’s program, although they would probably set it back several years. US military bases in Iraq would also be extremely vulnerable to Iranian missile strikes after a US or Israeli attack.

TEHRAN, Iran — The head of Iran's elite Revolutionary Guard said Saturday that his country has the capability to strike Israel's nuclear facilities and wouldn't be afraid to do so if it was attacked.

"If the Israeli entity engages in any kind of attack on Iran, we have the capability to strike all targets in occupied Palestine," General Mohammad Ali Jafari told the Arabic-language channel, al-Alam.

"There is nothing stopping us from targeting Israel's nuclear sites and this will definitely happen if we are attacked. Our rockets have the precision capabilities to target all the Israeli nuclear sites," he said, according to the channel's Web site. Jafari has made similar comments in the past as part of the ongoing war of words between Israel and Iran. Last March, Jafari warned Israel that its nuclear facilities are within range of Iranian missiles and Iran would strike back if attacked.
