Embezzler Caught in His Own Webb

A former employee was charged in federal court yesterday with embezzling more than $1 million from Beth Israel Deaconess Medical Center by allegedly depositing into his own accounts checks made out to the Harvard-affiliated Boston teaching hospital and by obtaining fraudulent refunds for hearing aids and other items.

Federal and local law enforcement officials said Richard P. Webb, 42, of Boston, who had worked as a practice assistant in the Ear, Nose and Throat Department, was charged with one count of health care theft and embezzlement.

Between January 2006 and April 2009, Webb allegedly took $1,054,712 by stealing checks others had written for services and goods, and by obtaining fraudulent refunds, according to a document outlining the charges.

It said he forged signatures and deposited funds into accounts he controlled.

If convicted, Webb faces up to 10 years in prison, to be followed by three years of supervised release, restitution, forfeiture of the money he allegedly stole, and a fine of more than $2.1 million.

In an agreement filed with the court, Webb agreed to waive indictment and plead guilty to the charge, according to the prosecutors.

The case was investigated by the FBI and the Boston Police Department. It is being prosecuted by the US attorney’s office in Boston.

A former employee of Beth Israel Deaconess Medical Center pleaded guilty in federal court yesterday to embezzling more than $1 million by misappropriating checks made out to the hospital and obtaining fraudulent returns on hearing aids and other items. And you wonder why health costs are so high.

Richard P. Webb, 42, of Boston, who worked in the ear, nose, and throat department at the Harvard-affiliated Boston teaching hospital, submitted a guilty plea before US District Court Judge Joseph L. Tauro to one count of health care theft and embezzlement. At the plea hearing, prosecutors told the court they had evidence Webb stole $1,054,712 between January 2006 and April 2009 by forging signatures and depositing in his own bank accounts checks made out to Beth Israel Deaconess while obtaining unwarranted returns on medical supplies.

Why didn't I think of something like that?

Webb and prosecutors filed an agreement recommending a sentence of 42 months in prison, restitution and forfeiture of more than $1 million, and a condition that Webb not handle money for other people or companies during his supervised release. Tauro will decide whether to accept the recommendation at a sentencing hearing scheduled for June 9. The case was investigated by the Federal Bureau of Investigation and the Boston police and prosecuted by assistant US attorneys Scott L. Garland and Veronica Lei.
