JERUSALEM — Israeli government offices that provide a wide array of public services are pulling the plug on online payments on the Jewish Sabbath and holidays, potentially creating another source of friction between the religious and secular in the Jewish state.

Ultra-Orthodox Cabinet ministers are leading the charge to enforce the religious prohibition on spending money on Jewish holy days. But for nonreligious residents, tourists, and foreign workers, the planned ban joins two leading ills of Israeli life — red tape and religious restrictions — in a marriage of inconvenience.

Currently, Israelis and the tens of thousands of foreign workers living here are able to renew their passports, extend their visas, or pay hospital fees online 24 hours a day, seven days a week.

Now, the interior, health, and religious affairs ministries — all controlled by ultra-Orthodox parties — plan a holy day payment blackout.

Government offices have historically been closed to the public on the Sabbath, noted Roi Lachmanovich, spokesman for the ultra-Orthodox Shas Party, which controls the Interior Ministry. Now that the computer is the public face of the state, “public service won’t be available on the Internet,’’ he said.

The inconvenience is liable to fuel already considerable secular resentment of the ultra-Orthodox, who make up less than 10 percent of the population but wield disproportionate influence in Israel’s parliamentary democracy.

Few ultra-Orthodox men serve in the military, which is largely compulsory for Jewish citizens.

They get an exemption?

Many ultra-Orthodox families rely on state handouts because the men want to pursue religious studies rather than work....

JERUSALEM — Israeli troops killed a Hamas militant yesterday during a raid in the West Bank, where violence has increased since a new round of Mideast peace talks began this month.

Hamas vowed to avenge the death of Iyad Abu Shilbaya, 37, who the Islamic militant group said was a local leader of its armed wing in the northern West Bank town of Tulkarm.

“The blood of our martyr will be a curse,’’ said Hamas military spokesman Abu Obeida. He blamed both Israel and Hamas’ rivals, the Western-backed Palestinian Authority, for the killing.

Gunmen from Hamas, which opposes the peace talks and has threatened to use violence to derail them, killed four Israeli settlers in a Sept. 1 shooting just as the talks were getting underway.

Israel’s military said soldiers were trying to arrest Abu Shilbaya in Tulkarm when he ran toward them, ignoring orders to halt. The military said troops feared he had a weapon and shot him.

The man’s brother, Mutasim Abu Shilbaya, said troops burst into his brother’s house around 3 a.m. and killed him in his bedroom. A floor mat in the room and the bed were stained with blood.

Yeah, ISRAEL can KILL ANYONE they want and the world doesn't raise a peep!!!

Israel’s military said Iyad Abu Shilbaya was wanted for “recent activity’’ but provided no further details. A Hamas statement said Abu Shilbaya served several stints in Israeli and Palestinian Authority jails. It said he was responsible for leading several militant attacks.

Following Abu Shilbaya’s death, Israeli soldiers and Palestinian Authority forces on high alert set up separate checkpoints on roads leading to Tulkarm, halting cars and searching people’s documents.

And cui bono?

Still, some 3,000 Hamas loyalists gathered to march in Abu Shilbaya’s funeral, waving the group’s green flag and chanting, “Revenge, revenge!’’

It was the largest — and boldest — gathering of Hamas supporters in the West Bank in three years. Hamas seized power in the Gaza Strip in 2007, pushing out loyalists of the Palestinian Authority, headed by Mahmoud Abbas.

After the Gaza takeover, Abbas’ Palestinian Authority consolidated its rule in the West Bank, although Israel retains overall security in the West Bank with its army occupation.

I can't believe they actually called it that for a change.

Though the Palestinian Authority and Israel share Hamas as a common enemy, the Palestinian prime minister, Salam Fayyad, condemned Abu Shilbaya’s killing....

Israel says Palestinian forces are still unable to assume full control for security....

So I guess Israel will just have to STAY and KEEP BUILDING SETTLEMENTS, cui bono?

Israeli Prime Minister Benjamin Netanyahu and Abbas held a second round of peace talks this week, accompanied by US Secretary of State Hillary Rodham Clinton....

Did she criticize the Israeli violence?

UNITED NATIONS — The Quartet of Mideast peacemakers shepherding the newly started direct Israeli-Palestinian negotiations called on Israel to extend its settlement freeze past Sunday, while cautioning both sides to refrain from “provocative actions and inflammatory rhetoric.’’

Senior diplomats from the Quartet — the United States, the European Union, the United Nations, and Russia — met on the sidelines of the UN antipoverty meeting to discuss a way forward in the negotiations, which have made little visible progress since they resumed this month and are at risk of collapsing.

They renewed a vow to help finally achieve peace in the Middle East. George Mitchell, the Obama administration’s envoy for Middle East peace, met yesterday with the Palestinians and the Israelis, but was unable to persuade each to set a date for a third face-to-face negotiating session....

The Quartet abruptly canceled a press conference that was to have included Mitchell, Russian Foreign Minister Sergey Lavrov, European Union foreign policy chief Catherine Ashton, Secretary General Ban Ki-moon, and former British prime minister Tony Blair.

Bliar should be sitting in a holding cell at the Hague.

A senior European official who declined to be identified said the meeting with the press was canceled because other participants were insisting on Secretary of State Hillary Rodham Clinton’s presence among them. The senior official spoke on condition of anonymity because of the delicacy of the negotiations....

But on the key issue of whether Israel will extend a partial ban on settlement building in the West Bank, territory the Palestinians want for a future state, Israeli Deputy Foreign Minister Danny Ayalon indicated that Israel disagrees with the view that construction is a major impediment to the talks.

And there you go. Now you know why talks stalled.

“Settlements have never been an issue, because once we agree on borders everything will be obvious, so let’s concentrate on the real issues and not just put the obstacle in the settlements,’’ he told reporters on the sidelines of the Quartet’s talks.
