Thousands of children in Massachusetts risk losing subsidized child care services because of a $4.4 million budget cut that Governor Deval Patrick has made, according to the head of a Boston-based antipoverty group that helps arrange the services.
John J. Drew, president and chief executive of Action for Boston Community Development Inc. with frustration in his voice in an interview yesterday, said: “I just get tired of trying to balance the budget on the backs of poor women and kids. It’s just ridiculous.’’
And it is a CRIME!!!!
He said he has implored top officials in the Patrick administration - including Sherri R. Killins, commissioner of early education and care - to restore the funds. Nearly all the funding, he said, is federal money provided to the state and then distributed to antipoverty groups. Killins, for her part, said late yesterday that the state has restored $1 million cut from the budget, which Drew disputes, and has told the antipoverty groups they can apply for another $1 million in federal stimulus funds if they manage the child care program more efficiently. One of those efficiencies would be transferring certain administrative responsibilities to child care centers. “There is no need for any kids to lose day care, absolutely not,’’ she said....

Lawyers for a convicted murderer asked a judge yesterday to order Massachusetts prison officials to provide additional electrolysis treatments as the inmate awaits a decision on whether she can get a taxpayer-funded sex-change operation.

Michelle Kosilek, born as Robert, is serving a life sentence for murdering his wife, Cheryl, in 1990. Kosilek’s lawyers argued that having facial hair is “intensely personally stressful to her’’ and that she has a “serious medical need’’ for electrolysis.

But a lawyer for the Department of Correction said Kosilek has already received “significant hair removal’’ through laser treatments and seven earlier electrolysis treatments. Any remaining hair can be removed by shaving or using depilatories, said DOC attorney Richard McFarland.

US District Judge Mark Wolf said he would rule tomorrow on the request. Kosilek, who legally changed her name to Michelle in 1993, first sued the Department of Correction in 2000, saying its refusal to allow a sex-change operation violates the Eighth Amendment protection against cruel and unusual punishment.
In 2002, Wolf ruled that Kosilek was entitled to treatment for gender identity disorder - including hormone treatments, laser hair removal, and psychotherapy - but stopped short of ordering surgery. Kosilek sued again in 2005, saying the treatments were not enough to relieve her anxiety and depression.
Well, TOO BAD!! Sounds like a GOOD PUNISHMENT for what IT did!!!!
Wolf is weighing whether to order the Department of Correction to allow the surgery. State prison officials oppose Kosilek’s request for surgery, saying it would create security problems.
