British transport authorities have warned aviation officials that Al Qaeda is considering an attack. A government security official, speaking on condition of anonymity because of the sensitivity of the issue, said the heightened awareness came from increased “chatter’’ among suspects under surveillance by the authorities, but that no threat was imminent.

Like their US counterparts, public universities in Britain charge higher tuition to international students — in this case, those from outside the European Union.

A great many British students consider their subsidized tuition outrageously high. Violent protests have erupted over plans to raise domestic tuition, which will range up to about $14,000.

To US applicants, even $20,000 tuition appears modest for a group of UK universities equal in global prestige to the best public and private universities at home....
