Massachusetts will take a big step Monday in its battle with COVID-19 by making more than 800,000 new people eligible for vaccines and easing more restrictions on businesses and public gatherings.

The state also officially will open a new mass vaccination site at the Hynes Convention Center, downgrade its longstanding travel order, and late in the week, hold its first exclusive day for inoculating teachers, child-care workers, and school employees at mass vaccination sites.

Governor Charlie Baker has repeatedly pointed to recent COVID-19 trends in Massachusetts, including declines in average numbers of new daily cases and hospitalizations since a post-holiday spike in January, but federal and local public health officials are concerned that easing restrictions too quickly risks reversing progress, particularly as cases of variants are appearing in Massachusetts and across the country.

Cases of variants of a non-existent disease (it seasonal flu with a fancy name, folks) that you didn't even know you had, diagnosed by a technique that doesn't detect infectiousness, so you will take a "vaccine" that isn't need and isn't a vaccine, it's called a "therapy" when it is genetically-modifying you to fight the non-existent disease above and one which your natural immune system can handle quite well.

“The advice from public health experts is pretty clear and specific with respect to the governor’s plans around reopening,” said Samuel Scarpino, a Northeastern University epidemiologist, “and that’s that we’re moving too quickly.”

On Sunday, Dr. Ashish Jha, dean of the Brown University School of Public Health, pointed to national CDC data that showed the country has been stuck at about 50,000 new daily cases for nearly two weeks.

While the country has vaccinated about 20 million people during that time, the rate of new cases has flattened because it’s “a race between vaccinations and variants,” Jha said on Twitter, “and we’re running even.”

“Opening up too fast helps the variants,” Jha said. “I want vaccinations to win.”

Behind the scenes, state officials were calling in experts near and far to fix the troubled sign-up system, which drew criticism from day one.

Records show that the state awarded five companies up to $3.3 million in contracts, mostly within a span of 11 days between late February and early March, to overhaul the system. In some cases, they were creating features that other states had included from the start, such as a pre-registration system to make signing up easier.

Even after a five-hour hearing last month, legislators said they had more questions about the state’s preparedness to vaccinate virtually the entire adult population.....

In the coming days, a patent will finally be issued on a five-year-old invention, a feat of molecular engineering that is at the heart of at least five major COVID-19 vaccines, and the US government will control that patent.

The new patent presents an opportunity to exact leverage over the drug companies producing the vaccines and pressure them to expand access to less affluent countries.

The question is whether the government will do anything at all.

The rapid development of COVID-19 vaccines, achieved at record speed and financed by massive public funding in the United States, the European Union, and Britain, represents a great triumph of the pandemic. Governments partnered with drugmakers, pouring in billions of dollars to procure raw materials, finance clinical trials, and retrofit factories. Billions more were committed to buy the finished product, but this Western success has created stark inequity. Residents of wealthy and middle-income countries have received about 90% of the nearly 400 million vaccines delivered so far. Under current projections, many of the rest will have to wait years. 

NO WONDER they are BOTH PUSHING SO HARD for all this!

A growing chorus of health officials and advocacy groups worldwide is calling for Western governments to use aggressive powers — most of them rarely or never used before — to force companies to publish vaccine recipes, share their know-how, and ramp up manufacturing.

Governments have resisted. By partnering with drug companies, Western leaders bought their way to the front of the line, but they also ignored years of warnings — and explicit calls from the World Health Organization — to include contract language that would have guaranteed doses for poor countries or encouraged companies to share their knowledge and the patents they control.

Western health officials said they never intended to exclude others, but with their own countries facing massive death tolls, the focus was at home. Patent-sharing, they said, simply never came up. President Biden has promised to help an Indian company produce about 1 billion doses by the end of 2022, and his administration has donated doses to Mexico and Canada. But he has made it clear that his focus is at home.

“We’re going to start off making sure Americans are taken care of first,” Biden said recently, “but we’re then going to try and help the rest of the world.”

Pressuring companies to share patents could be seen as undermining innovation, sabotaging drugmakers, or picking drawn-out and expensive fights with the very companies digging a way out of the pandemic.

As rich countries fight to keep things as they are, others like South Africa and India have taken the battle to the World Trade Organization, seeking a waiver on patent restrictions for COVID-19 vaccines.

Russia and China, meanwhile, have promised to fill the void as part of their vaccine diplomacy.

It's going to be the new currency, in more ways than one.

Addressing patents would not by itself solve the vaccine imbalance. Retrofitting or constructing factories would take time. More raw materials would need to be manufactured. Regulators would have to approve new assembly lines, and as with cooking a complicated dish, giving someone a list of ingredients is no substitute for showing them how to make it.

To address these problems, the WHO created a technology pool last year to encourage companies to share know-how with manufacturers in lower-income nations.

Not a single vaccine company has signed up.

Drug company executives told European lawmakers recently that they were licensing their vaccines as quickly as possible, but that finding partners with the right technology was challenging, but manufacturers from Canada to Bangladesh say they can make vaccines; they just lack patent licensing deals. When the price is right, companies have shared secrets with new manufacturers in just months, ramping up production and retrofitting factories.

Despite the hefty government funding, drug companies control nearly all the intellectual property and stand to make fortunes off the vaccines.....

"Intelligence officials: Iran threatens US Army post in D.C. and top general" by JAMES LAPORTA The Associated Press, March 21, 2021

Iran has made threats against Fort McNair, an Army post in the US capital, and against the Army’s vice chief of staff, two senior US intelligence officials said.

They said communications intercepted by the National Security Agency in January showed that Iran’s Revolutionary Guard discussed mounting “USS Cole-style attacks” against the Army post, referring to the October 2000 suicide attack in which a small boat pulled up alongside the Navy destroyer in the Yemeni port of Aden and exploded, killing 17 sailors.

It's an endless stream of lies and garbage coming from this government, and that long ago event actually had a certain chosen groups fingerprints all over it, but that has been removed from history.

The intelligence also revealed threats to kill General Joseph M. Martin and plans to infiltrate and surveil the installation, according to the officials, who were not authorized to publicly discuss national security matters and spoke on condition of anonymity. The Army post, one of the oldest in the country, is Martin’s official residence.

The hallmark of fake news and propaganda.

The threats are one reason the Army has been pushing for more security around Fort McNair, which sits alongside Washington's bustling newly developed Waterfront District.

Oh, that's why they rolled out this garbage.

City leaders have been fighting the Army’s plan to add a buffer zone of about 250 feet to 500 feet from the shore of the Washington Channel, which would limit access to as much as half the width of the busy waterway running parallel to the Potomac River.

The Pentagon, National Security Council, and NSA either did not reply or declined to comment when contacted by the Associated Press.

As District of Columbia officials have fought the enhanced security along the channel, the Army has offered only vague information about threats to the installation.

At a virtual meeting in January to discuss the proposed restrictions, Army Major General Omar Jones, commander of the Military District of Washington, cited “credible and specific” threats against military leaders who live on the Army post. The only specific security threat he offered was about a swimmer who ended up on the installation and was arrested.

Eleanor Holmes Norton, the district’s sole representative in Congress, was skeptical. “When it comes to swimmers, I’m sure that must be rare. Did he know where he was? Maybe he was just swimming and found his way to your shore?” she said.

Jones conceded that the swimmer was “not a great example there, but our most recent example” of a security breach.

He said the Army has increased patrols along the shoreline, erected more “restricted area” signs, and placed cameras to monitor the Washington Channel.

Puzzled city officials and frustrated residents said the Army's request for the buffer zone was a government overreach of public waterways.

Discussions about the Fort McNair proposal began two years ago, but the recent intelligence gathered by the NSA has prompted Army officials to renew their request for the restrictions.

The intercepted chatter was among members of the elite Quds Force of Iran’s Revolutionary Guard and centered on potential military options to avenge the US killing of the former Quds leader, General Qassem Soleimani, in Baghdad in January 2020, the two intelligence officials said.

Gee, that would mean the U.S. would have to respond and obliterate Iran, right?

They said Tehran’s military commanders are unsatisfied with their counterattacks so far, specifically the results of the ballistic missile attack on Ain al-Asad airbase in Iraq in the days after Soleimani’s killing. No US service members were killed in that strike but dozens suffered concussions.

No, but the brief footage I saw showed the base being pummeled so it was a good thing the Iranian gave fair warning before they fired off the volley.

Norton told the AP that in the two months since the January meeting, the Pentagon has not provided her any additional information that would justify the restrictions around Fort McNair.

“I have asked the Department of Defense to withdraw the rule because I’ve seen no evidence of a credible threat that would support the proposed restriction,” Norton said. “They have been trying to get their way, but their proposal is more restrictive than necessary. I have a security clearance, and they have yet to show me any classified evidence” that would justify the proposal. Norton pointed out that the Washington Navy Yard and Joint Base Anacostia-Bolling, which also have access to district waters, do not have restricted zones along their shorelines and have not requested them.

The proposed changes, outlined in a Federal Register notice, would prohibit both people and watercraft from “anchoring, mooring or loitering" within the restricted area without permission.

The notice specifies the need for security around the Marine Helicopter Squadron, which transports American presidents, and the general and staff officers’ quarters located at the water’s edge. The southern tip of Fort McNair is home to the National War College, where midlevel and senior officers gunning for admiral or general study national security strategy.

The Washington Channel is the site of one of the city’s major urban renewal efforts, with new restaurants, luxury housing, and concert venues. The waterway flows from the point where the city’s two major rivers, the Potomac and Anacostia, meet.....

FORT LAUDERDALE — Pointing to more than 1,000 arrests in one of the nation’s top party spots, Miami Beach officials warned Sunday that the unruly spring break crowd gathering by the thousands, fighting in the streets, destroying restaurant property, and refusing to wear masks has become a serious threat to public safety.

During a last-minute meeting Sunday, city officials voted to extend a highly unusual 8 p.m. curfew for another week along famed South Beach, with the possibility of extending it well into April if needed, and stressed this isn’t the typical spring break crowd. They said it’s not college students, but adults looking to let loose in one of the few states fully open during the pandemic.

After days of partying, including several confrontations with police, Miami Beach officials enacted a highly unorthodox curfew Saturday from 8 p.m. until 6 a.m., forcing restaurants to stop outdoor seating entirely during the three-day emergency period, and encouraging local businesses to voluntarily shut down.

More than half of the more than 1,000 arrests were from out of state, said City Manager Raul Aguila, adding many are coming “to engage in lawlessness and an anything-goes party attitude.” He also noted that the crowds weren’t eating at restaurants or patronizing businesses generating badly needed tourism dollars, but merely congregating by the thousands in the street.

Sure looks like a rent-a-mob to me.

Officers in bulletproof vests dispersed pepper spray balls Saturday night into a defiant, but mostly nonviolent crowd, refusing to submit to the curfew that had only been enacted four hours earlier. Some people responded by jumping on top of cars, twerking, and throwing money into the air.

Oh, so the POLICE INSTIGATED and PROVOKED the INCIDENT in "FREE" FLORIDA, 'eh??

A military-style vehicle was seen rolling down the palm-tree-lined Ocean Drive as outnumbered Miami Beach police officers struggled to disperse the raucous crowds Saturday. Tourists were urged to stay inside their hotels and pedestrians or vehicles were not allowed to enter the restricted area after 8 p.m.

Miami Beach Police Chief Richard Clements initially became concerned Monday when the crowds seemed larger than normal on what is typically a quieter day. A group of vehicles blocked the street “and basically had an impromptu street party,” he said. By Thursday, the crowds were growing and fights were breaking out, setting off dangerous stampedes of people fleeing for safety.

“We couldn’t go on any longer,” Clements said during Sunday’s meeting, defending the city’s curfew. “I think this was the right decision,”

By Friday night, police said the partying was out of control. One restaurant was “turned upside down” in the melee, “chairs were used as weapons,” and broken glass covered the floor.

For some reason, the BLM protest that are ongoing in Portland and were never reported by Globe didn't raise any concern.

Next door, the iconic Clevelander South Beach announced it was temporarily suspending all food and beverage operations until at least March 24 after crowds crammed Ocean Drive, breaking out into street fights.

After gunshots were fired, a young woman cut her leg so badly in a stampede that she was transported to the hospital where they initially thought she had been shot, police said.

“How many more things are we going to allow to occur before we step in?” said Clements.

Miami Beach’s mayor Dan Gelber, said he has trouble sleeping at night, worried about the out-of-control parties.

“When hundreds of people are running through the streets panicked, you realize that’s not something that a police force can control,” he said during a commission meeting Sunday.

Local officials have struggled to enforce COVID ordinances. Florida has no statewide mask rules, limits on capacity, or other such restrictions, courtesy of Governor Ron DeSantis’ pro-business stance.

“I think there are very few places that have been open as our state have been open,” said Gelber. “We’re in the middle of a pandemic. The virus is still very present in our community. We have 1,000 infections a day on most days.”

One commissioner asked whether a toll could be levied on nonresidents to discourage visitors. Several said it was time for a new marketing campaign to help rebrand South Beach’s as a party city, pointing to the small handful of arrests in nearby Fort Lauderdale over spring break.

Local officials and businesses have struggled to balance courting tourists to boost the economy while doing so safely amid the ongoing coronavirus pandemic. Local residents complained they spent three to four hours in traffic after bridges were closed during the curfew and some restaurants asked for permission to continue food delivery after the curfew.

Miami tourism officials say billions of dollars were lost when the pandemic first erupted last year, canceling spring break and forcing beach closures across the Sunshine State. The city's tourism arm just spent $5 million on its biggest national advertising campaign in 20 years.

At the same time, local officials banned alcohol from the beach, along with all alcohol sales after 10 p.m. in an effort to curb partying. The city even sent cellphone text messages to tourists warning, “Vacation Responsibly or Be Arrested.”

“I just feel like it’s really not fair,” tourist Heather Price told NBC 6. “People paid a lot of money to come all the way out here, just to not be able to do the activities they wanted to.”
