A year after they first rocketed upward, jobless claims may finally be returning to earth.
More than 714,000 people filed for state unemployment benefits last week, the Labor Department said Thursday. That was up slightly from the week before, but still among the lowest weekly totals since the pandemic began.
In addition, 237,000 people filed for Pandemic Unemployment Assistance, a federal program that covers people who don’t qualify for state benefits programs. That number, too, has been falling.
Jobless claims remain high by historical standards, and are far above the norm before the pandemic, when around 200,000 people a week were filing for benefits. Some 18 million people in total are receiving jobless assistance, many of them through programs that extend benefits beyond the 26 weeks that are offered in most states, but economists are optimistic that further improvement is ahead as the vaccine rollout accelerates and more states lift restrictions on business activity. Fewer companies are laying off workers, and hiring has picked up, meaning that people who lose their jobs are more likely to find new ones quickly.

The heating oil industry is fired up about a proposal to take away energy-efficiency rebates from its customers as part of a state-led effort to wean homeowners off fossil fuels.
At issue are priorities endorsed March 24 by the Energy Efficiency Advisory Council that include phasing out Mass Save rebates for new oil-fired systems for heat and hot water, as well as no-interest loans for homeowners to install them, as soon as January. Rebates for natural gas-fired and propane installations would be ratcheted back significantly.
“It’s simply not fair,” said Michael Ferrante, president of the Massachusetts Energy Marketers Association. “I wouldn’t say it’s going to cripple the industry, but it’s going to hurt us, and it’s going to hurt heating oil customers.”
That's the point.

One provision allows municipalities to adopt net-zero building codes for new construction, which could effectively block fossil-fuel hookups in future projects.

Heating oil companies argue that their customers pay into Mass Save via electric bill surcharges and should be able to get rebates to upgrade their heating systems. Ferrante said he worries the utilities that work with state officials on the program have no incentive to support his industry. He said his association intends to challenge the changes in court if they are finalized.
“We’re under the microscope to be wiped off the map,” Ferrante said.

He noted that many heating oil suppliers have taken steps to address environmental impacts, by shifting to biofuel blends that have much lower carbon emissions. For example, nearly 80 dealers participate in a state-run program to encourage the use of biofuel, primarily discarded cooking oil, that can be blended with standard heating oil; they receive incentives funded by the penalties electric utilities pay for falling short of renewable energy goals.
Caitlin Peale Sloan, who heads Massachusetts policy efforts for the Conservation Law Foundation, said there isn’t enough discarded cooking oil from restaurants to go around for the heating oil industry to solely rely on it as a solution.

“We are really scrutinizing all our fossil fuel incentives and will be careful about which fossil fuel incentives that will be retained in the next plan. This is not just about heating oil,” said Patrick Woodcock, the state energy resources commissioner. “We think that heat pumps should be integrated across the state . . . It’s a technological breakthrough that Massachusetts will seize. It’s just a matter of time. We do think that time is now.”

For months, the two words have been a beacon for a weary world, touted by public health experts and government officials: If we reach “herd immunity,” they say, we can stomp out the coronavirus, emerge safely from the pandemic, and return to normal life.
Well, a "new" normal as the Globe continues to peddle false hope.
The fact of the matter is WE HAVE ALREADY GAINED HERD IMMUNITY and NEVER NEEDED it for the seasonal cold and flu that was renamed CVD.

The idea is a simple one: If enough people are vaccinated or otherwise become immune to the virus, it will run out of bodies to infect and eventually smolder out, but as the nationwide vaccine drive kicks into high gear, the concept of herd immunity is fraying under the scrutiny. Far from a clear target that we can aim for in vaccination programs, herd immunity has become a catch-all term that may mean different things to different people — and it’s not clear whether using the strategy to fully squelch the virus is even possible.

The 100-seat Senate is split 50-50 between Republicans and lawmakers who caucus with Democrats, though Vice President Kamala Harris can cast a tiebreaking vote.
The comments from Biden’s chief of staff mark the beginning of the legislative wrangling expected to ensue for months over the White House’s major domestic policy initiative. Biden’s American Jobs Plan would devote more than $600 billion to physical infrastructure, such as roads, bridges and highways; about $400 billion to clean-energy credits; more than $200 billion to housing; and hundreds of billions to fixing the nation’s electric grid, high-speed broadband, and lead water pipes.
Congressional Republicans have panned the White House plan, saying it is full of wasteful spending and would be damaging to American businesses. Biden’s proposal would raise at least $2 trillion in taxes, by increasing the corporate tax rate to 28 percent from 21 percent and bringing the global minimum tax to 21 percent, among other increases.
Speaking in Kentucky on Thursday, Senate minority leader Mitch McConnell, Republican of Kentucky, criticized the proposed tax increases as a ’'big mistake.’' While GOP lawmakers support infrastructure investments, McConnell said, Congress can’t afford to ’'whack the economy with major tax increases or run up the national debt even more.’'

Senator Shelley Moore Capito of West Virginia, the senior Republican on the Senate Committee on Environment and Public Works, similarly criticized the president’s infrastructure proposal as a ’'clear attempt to transform the economy by advancing progressive priorities in an unprecedented way.’'
’'The proposal would aggressively drive down the use of traditional energy resources and eliminate good-paying jobs in West Virginia and across the country,’' she added in a statement. ’'Perhaps worst of all, it would burden the American economy with tax increases as our country attempts to recover from economic hardship.’'
’'We know it has bipartisan support in the country, so we’ll try our best to get bipartisan support in Washington,’' Klain said. He added: ’'You can go any given week to any Rotary Club in America and find elected leaders at every level of government’' who support replacing lead pipes and rebuilding other infrastructure.....

Since she moved back home to Tremé almost a decade ago, Amy Stelly has waged a campaign for the removal of a highway that cuts through her New Orleans neighborhood.
She struggled to get support from local leaders. Neighbors considered the quest to be wishful thinking.
“Nobody thinks you can get rid of a highway,” she said.
On Wednesday, Stelly’s effort gained a considerable boost when the White House named the highway, the Claiborne Expressway, an example of a historic inequity that President Biden’s new infrastructure plan would seek to address through billions in new spending.
Stelly didn’t know the road had been singled out until a reporter called.
“I’m floored,” she said. “I’m thrilled to hear President Biden would call out the Claiborne Expressway as a racist highway.”
This has reached the point of such absurdity it is incomprehensible.

Stelly, an architectural designer, is part of a growing movement across the country to take down highways bored through neighborhoods predominantly home to people of color. Most were created as the federal government worked to connect the nation after the birth of the interstate highway system. Many such highways are reaching the end of their 50-year life span, raising the question of whether they should be rebuilt or reimagined.

The elevated Claiborne Expressway was built atop Claiborne Avenue and completed in 1968. From her second-floor porch, Stelly can see a ramp to the highway rising up from the street. She said air pollutants stick to her home.
Beneath the highway, the wide median of the old Claiborne Avenue is still largely intact. It used to be a busy thoroughfare. Stelly wants it restored to something like its former condition.

Documents released Wednesday by the White House provided little detail about how the money could be used, but the projected cost of taking down highways varies from a few hundred million dollars to billions.

Support in Washington for taking down highways or mitigating problems they caused has grown in recent years. Senate Democrats, including Majority Leader Chuck Schumer of New York, included $10 billion for highway removal in an economic justice bill introduced late last year. During the Obama administration, Transportation Secretary Anthony Foxx launched a program that encouraged communities to rethink highways and design ways to cross them.
