WASHINGTON (AP) — Democrat Joe Biden leaves little doubt that if elected he would try to scale back President Donald Trump’s buildup in nuclear weapons spending, and although the former vice president has not fully detailed his nuclear priorities, he says he would make the U.S. less reliant on the world’s deadliest weapons.

The two candidates’ views on nuclear weapons policy and strategy carry unusual significance in this election because the United States is at a turning point in deciding the future of its weapons arsenal and because of growing debate about the threat posed by Chinese and Russian nuclear advances.

China, whose relatively small nuclear force is growing in sophistication, is cited by the Pentagon’s top nuclear commander as a leading reason why the United States should go all out on nuclear modernization.

“We are going into a very different world,” Adm. Charles Richard, the head of U.S. Strategic Command, said Sept. 14. “We are on a trajectory, for the first time in our nation’s history, to face two peer nuclear-capable competitors.” He was referring to Russia, which has long been a nuclear peer, and China, whose leaders Richard says have put a strategic nuclear buildup “next on their to-do list.”

Days later, Richard said China could become a peer “by the end of the decade, if not sooner,” but other estimates suggest a slower pace. The Pentagon recently said Beijing may double its nuclear stockpile over the next 10 years, which would still leave it far behind the U.S.

Trump entered the White House in 2017 with little to say on the subject of nuclear weapons, but his administration produced a policy document a year later that the Pentagon portrayed as largely tracking the path of the Obama administration. Trump did, however, add two weapon types and beef up the budget for a years-long overhaul of the nuclear arsenal — an overhaul that Biden sees as excessive.

“Our nuclear now is in the best shape it’s been in decades,” the president said this month, although the military says the arsenal’s main components are so old they are long past due for replacement. He has boasted in broad, sometimes cryptic, terms of U.S. nuclear advances, telling journalist Bob Woodward in 2019 that he had built a secret nuclear weapon that neither Russian nor China knew about.

If reelected, Trump would be expected to stay on his path of modernizing the nuclear arsenal, which has bipartisan support in Congress despite growing budget pressures. Less clear is how Trump would approach nuclear arms control, including the problem of North Korea’s unconstrained arsenal. His administration has walked away from one arms control deal with Russia and balked at extending an Obama-era strategic nuclear treaty with Russia that Biden says he would keep in place.

Just days before Trump entered the White House, then-Vice President Biden cautioned against abandoning Obama’s approach. 

“If future budgets reverse the choices we’ve made, and pour additional money into a nuclear buildup, it hearkens back to the Cold War and will do nothing to increase the day-to-day security of the United States or our allies,” Biden said in a Jan. 11, 2017, speech at the Carnegie Endowment for International Peace.

James Acton, a nuclear expert at the Carnegie Endowment, says Biden’s instincts on nuclear weapons are more liberal than those of much of the Democratic Party’s defense establishment, but that doesn’t necessarily mean he would fundamentally change U.S. nuclear policy.

“In practice, there are often pressures to continue the status quo,” Acton said in an interview.

Biden embraces the notion that nuclear weapons should play a smaller role in defense strategy and that the ultimate goal should be a nuclear-free world. He has not spelled out how he would pursue this, but he has dropped clues.

Only if it is verified beyond a doubt that Israel doesn't have any and strict monitoring is in place afterward. We are already being hold hostage by the Samson Option.

He has said, for example, that he opposes the Trump administration’s decision to develop and deploy two types of missiles armed with less-powerful “low-yield” nuclear warheads. One is a sea-launched cruise missile that is some years from being fielded; the other is a long-range ballistic missile that the Navy began deploying aboard submarines nearly a year ago.

Now why did BEIRUT just spring to mind?!

“Bad idea,” Biden said in July 2019. Having these makes the U.S. “more inclined to use them,” he added. 

There has never been a weapon invented that wasn't used.

During the campaign, Biden also has embraced what nuclear strategists call a “no first use” policy. In simplest terms, that means not initiating a nuclear war — not being the first to pull the trigger, so that in a nuclear crisis, the U.S. president might opt to unleash a retaliatory strike but not a preemptive one. Longstanding U.S. policy has been to reserve the option of striking first, arguing that this makes war less likely.

Obama considered but rejected a shift to “no first use.”

The Biden campaign has made few pronouncements on U.S. nuclear weapons policy or strategy and it declined to make an adviser available for an interview. The campaign website says Biden believes “the sole purpose of the U.S. nuclear arsenal should be deterring — and if necessary, retaliating against — a nuclear attack. As president, he will work to put that belief into practice, in consultation with our allies and military.”

In a questionnaire last year by the Council for a Living World in which Biden and other candidates were asked whether the U.S. should review its policy reserving the option of using nuclear weapons first, Biden said yes but did not elaborate. He also agreed that modernizing the U.S. arsenal could be done for less than the currently projected $1.2 trillion.....

Why can't that money go to impoverished Americans so they can save their lifelong dreams and livelihoods?

In Australia, about 100 protesters gathered in the Melbourne beachside suburb of Elwood on Saturday before being scattered by police. Police in the region have tried to dissuade lockdown opponents from protesting, but the rallies have become routine. The Victoria police said in a news release that “the behaviour of these selfish few who choose to blatantly ignore the directions will not be tolerated.” In Romania’s capital city, Bucharest, several hundred people protested against virus restrictions, including the mandatory use of masks in schools. About 2.8 million children in Romania began the school year Monday and schools took various precautions to try and prevent outbreaks. Romania is among the countries that has had a new spike in confirmed cases, including a national daily record of 1,713 cases earlier in the week and 1,333 more on Saturday. In all, Romania has had 111,550 confirmed cases of COVID-19 and 4,402 deaths from the disease since the start of the pandemic....."

Authorities said that starting on Wednesday, an estimated 860,000 residents must be able to show that their trips out of their neighborhoods are justified for work, study or medical reasons or face fines. Parks are closed and shops and restaurants in the affected zones are limited to 50% occupancy.

The Czech Republic also faces the possibility of new restrictions after the government appointed epidemiologist Roman Prymula as health minister. On Thursday, the day-to-day increase of new cases was higher than 3,000, almost the same number it was in the entire month of March. The push to reimpose tough measures in Europe to beat back a scourge that had seemingly been brought under control in the spring contributed to a drop on Wall Street. The Dow Jones Industrial Average shed nearly 510 points, or 1.8%, and the S&P 500 fell 1.2%. Elsewhere, the U.S. was on the verge of hitting 200,000 deaths, with health authorities deeply worried about the resumption of school and college and the onset of cold weather, which will force more people indoors. A widely cited model from the University of Washington predicts the U.S. death toll will double to 400,000 by the end of the year, but there were glimmers of good news....."

The tech giants that had stoked Wall Street's astonishing comeback in the spring and early summer continued to slide, with Facebook sheding 1.7%, and Apple, Alphabet, Amazon, Microsoft and Netflix have tumbled since their all-time highs in early September. Farr also noted deep declines in the financial sector.

The banking giants were rocked by news coverage, based on more than 2,100 documents known as suspicious activity reports or SARs. Banks are legally required to file them when they see transactions that have the traits of financial misconduct or money laundering, such as large transactions in round numbers, or payments between two companies that have no observable business relationship.

BuzzFeed shared these reports with the ICIJ and more than 100 news organizations across 88 countries. The news outlets mapped more than $2 trillion in transactions from 1999 to 2017. Though the major banks that file SARs could have halted nearly any of the flagged financial activity, BuzzFeed reported, they allowed the transactions to go through and continued to collect their fees.

The documents, according to the news organizations, "expose the hollowness of banking safeguards, and the ease with which criminals have exploited them. Profits from deadly drug wars, fortunes embezzled from developing countries, and hard-earned savings stolen in a Ponzi scheme were all allowed to flow into and out of these financial institutions, despite warnings from the banks' own employees."

The Treasury Department, in its response, did not directly address detailed questions posed by the investigation, BuzzFeed reported. Over the weekend, a federal court granted a preliminary injunction halting the Trump administration's planned ban of the Chinese app WeChat, a popular tool for Chinese speakers in the U.S. to communicate with friends and relatives in China, where most Western messaging apps, including Facebook Messenger and WhatsApp, are banned.

The remarkable decline on Wall Street follows a dramatic rise of almost uninterrupted gains, culminating in multiple shattered records of individual stocks and closely watched indexes. Less than three weeks ago, the S&P 500 recorded its highest level ever, at 3,580, but it has since shed nearly 8.4%. The benchmark index is down about 6.3% for the month. 

Every sector in the S&P fell Monday, and nearly every company in the Dow lost ground. Oil prices slipped 5% and even safe haven assets like gold were beaten down. The steep losses echoed the market turbulence so common in the early days of the pandemic.....

They are crashing the economy again because Mueller, impeachment, the first controlled demolition of the economy, and COVID, have failed to dislodge Trump.

With the Nov. 3 election fast approaching, Democratic officials face a delicate political challenge.

Should they attack Trump's vaccine claims too aggressively, Democrats risk further undermining public confidence in a possible lifesaving medicine while looking as though they are rooting against a potential cure, but if they don't push back, it makes it easier for Trump to use the real or imagined prospect of a vaccine to boost his reelection campaign.

Washington Gov. Jay Inslee demonstrated the Democrats' balancing act on Friday when asked whether he would be willing to take a vaccine released by the administration before the election.

“If all the protocols had been followed and the evidence is in, of course, I’d follow science. It doesn’t matter when it happens,” Inslee told The Associated Press, "but I would have to look at the science, not Donald Trump. There isn’t one single thing I would ever trust from Donald Trump to be true.”

Trump restates his promise of an imminent vaccine almost daily.

Trump on Friday promised that 100 million doses of a still-unknown vaccine would be produced by the end of the year and there would be enough vaccines for all Americans by April.

“Three vaccines are already in the final stage,” Trump said at a briefing.

“Joe Biden’s anti-vaccine theories are putting a lot of lives at stake, and they’re only doing it for political reasons," the president said from a White House podium. "It’s part of their war to discredit the vaccine now that they know we essentially have it. We’ll be announcing it fairly soon.”

Yeah, he is moving ahead even faster when none of his base or voters want it!

The first case of COVID-19 was reported in the United States just eight months ago. Health experts, including the administration's own Centers for Disease Control and Prevention chief, — believe a vaccine will require at least 12 months to 18 months to create because of the extensive testing required to ensure it's safe and effective.

The politicization of such an important health issue has “huge impacts,” she said, pointing to the extraordinary challenges ahead for public health officials to persuade as many Americans as possible to take the vaccine whenever it's released.

Democrats facing difficult elections this fall are working to navigate the delicate issue.

California Rep. Ami Bera, one of three Democratic physicians serving in the House of Representatives, said the modest drop in infections from the summer peak does not mean the nation has turned the corner, as Trump has suggested.

He said a vaccine is critically important and welcomed one as soon as possible, as long as it's deemed safe by science.

“I don't have any vaccine hesitancy. I know the immense power of vaccines. We are going to need a vaccine. I have no issue with taking a vaccine,” Bera said, but he offered a warning: “Trust the scientists. Trust the doctors. Don’t trust the politicians."

The Russian vaccine is one of nine candidates around the world now in the late-stage clinical trials that are the only sure means to determine whether a vaccine is effective and find possible side effects.

A vaccine is considered the only way to halt the spread of the coronavirus, which has sickened more than 30 million people globally and slowed economies around the world since it first appeared in China late last year. 

That's bullshit. 

We all probably have heard immunity based on the distorted caseloads anyway!

In one example of the limited scope of distribution, the company financing the vaccine pointed to a shipment sent this past week to the Crimean Peninsula. The delivery contained doses for 21 people in a region with 2 million.

The Russian Ministry of Health has not said how many people have been vaccinated in all of Russia. The minister, Mikhail Murashko, said last weekend that the first small shipments were being delivered this past week to the Russian provinces.

He did not say how many doses were shipped, describing the shipments only as “small amounts,” and also did not say when they would become available. He said the area around St. Petersburg, the Leningrad region, would be among the first to receive what he called “samples” of the vaccine.

Putin has said that one of his two adult daughters took the vaccine.

“Unfortunately, we have very little information,” said Dr. Vasily Vlassov, a professor of epidemiology and vice president of the Russian Association for Evidence-Based Medicine. His organization had opposed approval of the vaccine before testing it.

Oh, so it is like the state government of Massachusetts then.

“We cannot understand how much is PR and how much is a violation of medical ethics,” he said of the announcement that the vaccine had been approved for use outside a clinical trial. If few Russians are receiving the vaccine, the early approval appears less troubling, he said.

“Maybe nothing scary is happening in reality and only the announcement was scary,” he said.

The entire operation has been PR and a violation of medical ethics!

Svetlana Zavidova, director of a pharmaceutical trade group, the Association of Clinical Trial Organizations, which also opposed the hasty approval, said the limited use was encouraging news, even as its reasons are unclear.

“Is it a question of limited production or more of a political decision?” she said. Either way, “of course, from my point of view, it is better they limit their activity to only clinical trials, as we said from the beginning.”

The trial in Russia began Sept. 9, and Russian officials have said they expect early results before the end of the year, though the Gamaleya Institute, the scientific body that developed the vaccine, has scheduled the trial to continue until May.

That timeline is similar to the testing schedules announced by the three pharmaceutical companies testing potential vaccines in the United States: AstraZeneca, Moderna and Pfizer.

AstraZeneca paused its trial this month after a test subject experienced symptoms of a neurological disease, transverse myelitis, as a possible side effect. The trial has since resumed in Britain but not the United States.

Putin and senior health officials announced the approval of the Russian vaccine, called Sputnik V in reference to the satellite that won the space race, for emergency use on Aug. 11. China had earlier begun vaccinations outside trials starting with members of its army and has approved four vaccines for limited use.

On Sept. 14, the United Arab Emirates gave emergency approval for one Chinese vaccine, made by Sinopharm, for use on health workers.

Russia’s health minister said on Aug. 11 that people at high risk of infection, like doctors and teachers, would be vaccinated, and the Russian financial company sponsoring the vaccine said doses would be available in August, but the rollout proved slower.

Murashko, the minister, said the delays were partly because of a need to test the distribution system for a vaccine that must be stored in a deep freeze, and also to train medical personnel. The delays have persisted even as the virus infects more than 5,000 people a day in Russia.

The Russian late-stage, or phase three, clinical trial is being carried out entirely in Moscow, where 30,000 people will receive the vaccine and 10,000 will get a placebo.

Yevgenia Zubova, a spokesperson for the Moscow city health department, said in an interview that the vaccine was available only to trial participants. The Health Ministry did not reply to written questions about the use of the Sputnik V vaccine outside clinical trials; nonetheless, Kirill Dmitriev, director of the Russian Direct Investment Fund, the company sponsoring the vaccine, has been cheering on officials in other countries who advocate early vaccine approvals.

“It has now been accepted that Russia’s approach is the correct one,” he said in a statement after reports emerged that the U.S. Food and Drug Administration might provide an emergency use approval for a vaccine, an idea promoted by President Donald Trump.

Russia’s health authorities have a history of approving medicines after limited testing. It is a legacy of the Soviet-era regulatory system, in which an oversight committee often deferred to the judgment of drug researchers, who were not motivated by profit, said Vlassov.

Regulators have, for example, approved a bestselling cold medicine in Russia, Arbidol, though the clinical trial to prove its efficacy was canceled, but when medicines are tested, Russia has an exceptionally good track record on managing clinical trials, according to a database of U.S. Food and Drug Administration inspections of clinical trials around the world. The FDA found a lower percentage of trials with problems in Russia than in any other European country or the United States.

The change illustrates how one taxpayer-backed effort to battle the novel coronavirus, which has killed more than 200,000 Americans, was instead diverted toward patching up long-standing perceived gaps in military supplies.

The Cares Act, which Congress passed earlier this year, gave the Pentagon money to “prevent, prepare for, and respond to coronavirus,” but a few weeks later, the Defense Department began reshaping how it would award the money in a way that represented a major departure from Congress’s intent.

The payments were made even though U.S. health officials think major funding gaps in pandemic response still remain. Robert Redfield, director of the Centers for Disease Control and Prevention, said in Senate testimony last week that states desperately need $6 billion to distribute vaccines to Americans early next year. Many U.S. hospitals still face a severe shortage of N95 masks. These are the types of problems that the money was originally intended to address.

“This is part and parcel of whether we have budget priorities that actually serve our public safety or whether we have a government that is captured by special interests,” said Mandy Smithberger, a defense analyst at the Project on Government Oversight, a watchdog group.

It has been for a long, long time.

The $1 billion fund is just a fraction of the $3 trillion in emergency spending that Congress approved earlier this year to deal with the pandemic, but it shows how the blizzard of bailout cash was — in some cases — redirected to firms that weren’t originally targeted for assistance. It also shows how difficult it has been for officials to track how money is spent and — in the case of Congress — intervene when changes are made. The Trump administration has done little to limit the defense firms from accessing multiple bailout funds at once and is not requiring the companies to refrain from layoffs as a condition of receiving the awards.

It decided to give defense contractors hundreds of millions of dollars from the fund, mostly for projects that have little to do with the coronavirus response. Defense Department lawyers quickly determined that the money could be used for defense production, a conclusion that Congress later disputed.

When the year began, the U.S. had recently garnered recognition for its readiness for a pandemic, but the stealthy coronavirus slipped into the U.S. and spread undetected. Monitoring at airports was loose. Travel bans came too late. Only later did health officials realize the virus could spread before symptoms show up, rendering screening imperfect. 

What an absolute load of crap since Trump was criticized for shutting the border and banning air flights, with insult added to injury regarding the stealthy virus slipping in. 

This stuff is ROT, folks.

The virus swept into nursing homes, where infection control measures were already poor, claiming more than 78,000 lives. It also exploited inequalities in the United States: Nearly 30 million people in the country are uninsured, and there are stark health differences among racial and ethnic groups. At the same time, gaps in leadership led to shortages of testing supplies. Internal warnings to ramp up production of masks were ignored, leaving states to compete for protective gear. Governors led their states in different directions, adding to public confusion. Trump downplayed the threat early on, advanced unfounded notions about the behavior of the virus, promoted unproven or dangerous treatments, complained that too much testing was making the U.S. look bad, and disdained masks, turning face coverings into a political issue....."
