A Boston Fire Department district chief accused of defrauding the city of more than $46,000, which he allegedly used to pay personal credit card bills and buy items like a 52-inch, high-definition television, was “shocked” when criminal charges were filed against him, his lawyer said Tuesday.

Attorney General Martha Coakley’s office alleges Edward A. Scigliano IV, 45, of Kingston used two different schemes to enrich himself between 2008 and 2011....
