SAN FRANCISCO — Tuition at the University of California’s 10 campuses would increase by as much as 5 percent in each of the next five years under a plan university president Janet Napolitano unveiled Thursday.
Rates have remained frozen for the past three years.
Critics said the proposal would not be sustainable for the university system and would be too much of a burden for students.
Napolitano said the five-year framework fulfills a goal she set when she assumed the president’s office last year of making ‘‘modest’’ tuition hikes a predictable part of the university’s budget so families and campuses can know what to expect and plan accordingly.
‘‘We are being honest, being honest with Californians in terms of cost and also ensuring that we are continuing to maintain the University of California in terms of academic excellence,’’ she said....

SAN FRANCISCO — A proposed tuition hike was tentatively approved Wednesday by a committee of the University of California governing board.
The committee voted 7 to 2 to approve the plan recommended by UC president Janet Napolitano that would raise tuition in each of the next five years.
The proposed tuition increases still must be reviewed by the full Board of Regents on Thursday. Napolitano said the increases are needed to protect the quality of education in the face of insufficient state funding.
Napolitano said she is open to new ideas and would like to work with Governor Jerry Brown but there isn’t time for a new task force....

SAN FRANCISCO — Members had to shout their votes over students chanting, ‘‘Hey, hey, ho, tuition hikes have got to go.’’
Demonstrators said they were angry not only about the tuition increases but also because the outcome seemed certain even before the proposal could be debated.
‘‘Seeing you all come in laughing and smiling and talking about stuff made me sick to my stomach,’’ student Amelia Itnyre, 23, told the board before the vote. ‘‘Students, we aren’t just angry, we are sad. You should be crying. You should be praying. You should be figuring out what you are going to do to fix this.’’

After the meeting, board member John Perez, who voted against the increase, said he thought the proposal was a politically unsavvy, cynical move by Napolitano that was more likely to alienate elected officials from the university’s cause than pressure them into boosting the system’s budget.
Sadia Saifuddin, the board’s student regent, told the panel that the demonstrators’ anger should not be disregarded.
‘‘This is not just $612 more a year,” Saifuddin said. “This is rent. This is another job they need to get. This is food they cannot buy. Let’s get real about the situation. Students have always had to pay the price for financial mismanagement by the board and the state.’’

"Navajo Nation president approves junk-food tax" Associated Press November 22, 2014
FLAGSTAFF, Ariz. — The sales tax on cookies, chips, sodas, and other low-nutrition foods sold on the country’s largest American Indian reservation is going up.
Navajo Nation President Ben Shelly signed legislation Friday to increase by 2 percent the sales tax on food with little to no nutritional value, starting next year. No other sales tax on the Navajo Nation specifically targets the spending habits of consumers. It will remain in effect until 2020, but it can be extended by the Navajo Nation Council.
Navajos advocating for a junk-food tax said they wanted to pass a bill that could serve as a model for Indian Country to improve the rates of diabetes and obesity among tribal members. Proposals targeting sugary drinks with proposed bans, size limits, tax increases, and warning labels haven’t gained widespread traction across the country.
‘‘The effort is really much more in the message of Navajo people making better choices for quality foods,’’ said Gloria Begay of the Dine Community Advocacy Alliance.
The bill cited statistics from the Navajo-area Indian Health Service that said about one-third of Navajos are diabetic or prediabetic. Diabetes was the fourth-leading cause of death in the Navajo area from 2003 to 2005, the health service said.
