"Detroit’s finances dire, review shows" March 27, 2012

DETROIT - A review team has determined that Detroit is in severe financial stress, but stopped short of recommending that Governor Rick Snyder of Michigan appoint an emergency manager.

Snyder now has 10 days to continue negotiating with Mayor Dave Bing’s office and members of the City Council on how to restructure the city’s failing finances.

Snyder and the City Council predicted that a financial stability agreement would be reached by the end of the week. Regardless of the final version, the compromise being worked out would not strip nearly as much authority from city leaders as the emergency manager process would....

An emergency manager would have the power to dismiss the mayor and City Council and redo union contracts.

Earlier Monday, more than 50 protesters disrupted the meeting of the financial review team.

Chanting “no consent decree’’ and breaking into verses of “We Shall Overcome,’’ the crowd temporarily stopped state Treasurer Andy Dillon from speaking. It also shouted down a man who stood to speak in favor of more financial oversight....
