The system has not been able to adapt to the new reality, the rise of the new powers.’’
That depends a hell of a lot on who "us" is.

The battlefield losses for the United States continue, this time at the WTO. The economic underpinning of the empire was crumbling faster than the military fronts. US officials and war planners faced a variety of problems with an increasing inability to solve them.
