WASHINGTON — US officials say military planners are weighing the possibility of sending more American forces to Iraq mainly to provide additional security around Baghdad.
A senior US official says the number of troops currently under discussion would be fewer than 300, but there has been no final decision yet by Pentagon leaders.
The talks come as American fighter jets and drones conducted nearly a dozen airstrikes in Iraq since Tuesday when Islamic State militants threatened to kill a second American captive in retribution for any continued attacks.

WASHINGTON — In a horrifying act of revenge for U.S. airstrikes in northern Iraq, militants with the Islamic State extremist group have beheaded American journalist James Foley — and are threatening to kill another hostage, U.S. officials say. Even so, the U.S. military pressed ahead with its campaign, conducting nearly a dozen airstrikes in Iraq since Tuesday.
The White House must now balance the risks of adopting an aggressive policy to destroy the Islamic State against resisting any action that could result in the death of another American.
President Barack Obama will also confront the potentially necessary step of pursuing the Islamic State in Syria, where the U.S. has resisted launching airstrikes or deploying significant American firepower. The president was scheduled to make a midday statement Wednesday about Foley’s killing.

U.S. officials confirmed a grisly video released Tuesday showing Islamic State militants beheading Foley.
Oh, US confirmed it so it must be true.
Separately, Foley’s family confirmed his death in a statement posted on a Facebook page that was created to rally support for his release, saying they ‘‘have never been prouder of him.’’
Just playing their part and acting their role.
‘‘He gave his life trying to expose the world to the suffering of the Syrian people,’’ said the statement, which was attributed to Foley’s mother, Diane Foley. She implored the militants to spare the lives of other hostages. ‘‘Like Jim, they are innocents. They have no control over American government policy in Iraq, Syria or anywhere in the world.’’
Then the American people are hostages of this goddamn government.
Foley, 40, from Rochester, New Hampshire, went missing in northern Syria in November 2012 while freelancing for Agence France-Presse and the Boston-based media company GlobalPost. The car he was riding in was stopped by four militants in a contested battle zone that both Sunni rebel fighters and government forces were trying to control. He had not been heard from since.
The beheading marks the first time the Islamic State has killed an American citizen since the Syrian conflict broke out in March 2011, upping the stakes in an increasingly chaotic and multilayered war.

The killing is likely to complicate U.S. involvement in Iraq and the Obama administration’s efforts to contain the group as it expands in both Iraq and Syria.

I watched the video, and it is a silly piece of production!
Foley’s name appears in both English and Arabic graphics on screen. After the captive speaks, the masked man is shown apparently beginning to cut at his neck; the video fades to black before the beheading is completed.

The next shot appears to show the captive lying dead. The video appears to have been shot in an arid area; there is no vegetation to be seen and the horizon is in the distance where the sand meets the gray-blue sky.
At the end of the video, a militant shows a second man, who was identified as another American journalist, Steven Sotloff, and warns that he could be the next captive killed.

Sotloff was kidnapped near the Syrian-Turkish border in August 2013; he had freelanced for Time, the National Interest and MediaLine.

British Foreign Secretary Philip Hammond said the militant fighter shown in the film appears to be British. It was fresh evidence of the insurgents’ increasingly sophisticated use of Western fighters to mobilize recruits and terrorize enemies.

The National Security Council issued a statement Wednesday confirming that the video was authentic, as Twitter and some other social media outlets tried to block its spread. Twitter CEO Dick Costolo tweeted that his company was ‘‘actively suspending accounts as we discover them related to this graphic imagery.’’ He gave a link to a story about Foley’s killing.
Exposing Twitter as a pos propaganda mouthpiece, and if the NSC says it was real it must be.
Several senior U.S. officials with direct knowledge of the situation said the Islamic State very recently threatened to kill Foley to avenge the crushing airstrikes over the past two weeks against militants advancing on Mount Sinjar, the Mosul dam and the Kurdish capital of Irbil.
Both areas are in northern Iraq, which has become a key front for the Islamic State as its fighters travel to and from Syria.
Since Aug. 8, there have been at least 77 U.S. airstrikes in Iraq on Islamic State targets — including security checkpoints, vehicles and weapons caches. It’s not clear how many militants have been killed in the strikes, although it’s likely that some were.
Along with the dead civilians.
Tuesday’s airstrikes by American fighter jets and drones centered on targets around the Mosul Dam and were designed to help Iraqi and Kurdish forces create a buffer zone at the key facility, according to a U.S. official. The official was not authorized to discuss the ongoing operations publicly so spoke on condition of anonymity.

The Islamic State militant group is so ruthless in its attacks against all people they consider heretics or infidels that it has been disowned by al-Qaida’s leaders. In seeking to impose its harsh interpretation of Islamic law in the lands it is trying to control, the extremists have slain soldiers and civilians alike in horrifying ways — including mounting the decapitated heads of some of its victims on spikes.
But they are winning people over nevertheless!!

The New York-based Committee to Protect Journalists says that more than 80 journalists have been abducted in Syria, and estimates that around 20 are currently missing there. It has not released their nationalities. In its annual report in November, the committee described the widespread seizure of journalists as unprecedented and largely unreported by news organizations in the hope that keeping the kidnappings out of public view may help in the captives’ release.
Or they just don't care about their replaceable slave.
Most of the kidnappings over the past two years have occurred in northern and eastern Syria, where a mix of mainstream rebel factions and jihadi groups hold sway. This year, several foreign journalists were released after lengthy terms in captivity, including three Spanish journalists in March and four French reporters a month later.
Jihadi factions, such as the Islamic State group, are believed responsible for most of the abductions, but government-backed militias, criminal gangs and more moderate rebel factions also have been implicated. The motives range from ransom to prisoner exchanges.

Obama’s brief remarks from Martha’s Vineyard came as military officials revealed that American air and ground forces attempted to rescue Foley and other Americans earlier this summer in Syria, but the hostages were not found where rescuers expected them to be.

Sounding somber and at times angry, Obama lashed out at Foley’s killers, saying, “No just God would stand for what they did yesterday or what they do every single day.

Lisa Monaco, assistant to the president for homeland security and counterterrorism, added that details were being withheld “to protect our military’s operational capabilities.”

Indeed, the group warned Foley’s family in an e-mail on Aug. 13 that it planned to execute him, said Philip Balboni, chief executive of GlobalPost, the Boston-based international news website to which Foley contributed.
“The message was vitriolic and filled with rage against the United States,” he said. “It was deadly serious.”
Days later, a video of an Islamic State militant apparently beheading Foley appeared on YouTube, but Balboni said he did not know when exactly the journalist was killed.

The recent threat was not the first time the militants contacted the family.

In a “very limited number” of e-mails starting last fall, Balboni said, the Islamic State demanded a ransom, in both political and financial terms, for Foley’s release.
“There were monetary challenges that were not going to be easy to overcome,” he said.
The United States has previously stated it refuses to pay ransoms for hostages.
GlobalPost and the Foley family were able to pinpoint Foley’s location in September 2013, Balboni said, and they had followed him since.
But when they went to rescue him.
Throughout the process, GlobalPost provided all the information it had to the US government, including the FBI and the State Department, Balboni said, and Secretary of State John F. Kerry was directly involved.
The video of Foley’s apparent beheading, which US intelligence officials believe to be authentic, raised new fears that the Islamic State intends to attack more American targets and citizens in retaliation for ongoing US airstrikes against its forces in Iraq.
That means a NUCLEAR 9/11 ANNIVERSARY this year with CHICAGO being BLOWN UP!!
It also raised the possibility that the US military could be drawn deeper into the conflicts in both Iraq and Syria, where the Obama administration has been reluctant to intervene in a civil war in which the militant group is one of a several competing armed factions attempting to topple the dictatorship of Bashir al-Assad.

The Pentagon reported that US aircraft, which began striking at Islamic State forces in Iraq on Aug. 8, conducted 14 additional airstrikes on Wednesday, destroying a number of vehicles and weapons emplacements.
Senior military officials, who declined to be identified by name because they were not authorized to speak publicly, also said on Wednesday that the Obama administration was weighing the possibility of dispatching more US troops to Iraq to supplement nearly 1,000 now advising Iraqi security forces and defending US diplomatic facilities.

“Everyone knew when we started airstrikes that what we were doing was more than just defending the Kurds or preventing genocide,” said Andrew Liepman, the former deputy director of the US National Counterterrorism Center. “We were no longer a bystander, we were a combatant. “Our progress in rolling back Al Qaeda was almost entirely because we removed people,” said Liepman, who is now a senior policy analyst at the government-funded Rand Corp. in Santa Monica, Calif. “If you apply that to [the Islamic State] that involves a much deeper involvement on our part than bombing a few artillery pieces. I’m pretty sure we are not ready to do that.”

The horrific nature of the killings, it continued, serves the dual purpose of shocking citizens in victims’ home countries and serving as a recruiting tool for new insurgents.

In the video depicting Foley’s murder, posted to YouTube on Tuesday, the masked executioner, addressing Obama personally in British-accented English, threatened more bloodshed against Americans, including another captured journalist, Steven J. Sotloff, who was also depicted in the video.

The developments were particularly troubling for the government of Great Britain, which said it was investigating whether Foley’s executioner is a British national, fearing that some of the group’s followers could pose a direct threat to Europe.
The prospect of more US military involvement was cause for alarm for those opposed to any US military intervention in the conflict.
“We wrecked that country, and we are paying for it,” said Cole Harrison, executive director of Massachusetts Peace Action, referring to the US-led war in Iraq from 2003 to 2011.
For weeks dozens of members of Congress from both parties, including the entire Massachusetts delegation, have been urging Obama, to no avail, to seek a congressional vote before any sustained military operation.

Obama used his remarks on Martha’s Vineyard to deliver one of his harshest indictments of the Islamic State, saying that Foley’s courageous efforts to give a voice to the victims of the Syrian civil war stood in “stark contrast to his killers.”
“Let’s be clear about ISIL,” Obama said, referring to one acronym for the group. “They have rampaged across cities and villages, killing innocent, unarmed civilians in cowardly acts of violence” and subjecting victims to “torture and rape and slavery.”

Kerry, in a written statement, echoed the president’s disdain for the group’s “ugly, savage, inexplicable, nihilistic, and valueless evil.”

But Liepman, the former senior counterterrorism official, expressed caution about overreacting to Foley’s killing.

The Islamic State, he said, “is getting exactly what they want. This is a propaganda ploy to get attention, and we can’t help ourselves” by feeding into it.

He said the group, which is fighting on several fronts in Syria and Iraq, has been surprisingly resilient but “the jury is out on how long they can keep it up.

“I think it is hugely dangerous,” he said, “but I am not convinced it is the next Al Qaeda.”

Balboni said the message the militants sent last week, which came after the United States had begun bombing Islamic State targets in northern Iraq, carried a drastically darker and more violent tone than previous communications. “Sadly, they showed no mercy,” Balboni said.

PARIS — The killing of an American reporter is galvanizing international anger at Islamic State extremists and fueling fears about the flow of fighters joining their ranks. But governments from the Mideast to Europe and even Washington appear uncertain about how to stop them.
The international police agency Interpol said Thursday it wants a globally coordinated push to stem the tide of international fighters joining the Islamic State group that has swallowed up territory across Iraq and Syria.
Up to now, actions against them have been decided largely at a national level. The United States sent in forces and airstrikes. Some European countries are sending weapons to those opposing the militants.

Iraqi government spokesman Ali al-Moussawi expressed hope that the international attention could produce a consensus on what to do next.

Interpol did not give any specific recommendations but is concerned that a man who appears in a video of James Foley’s death may be British.
‘‘[This highlights] the need for a multilateral response against the terror threat posed by radicalized transnational fighters travelling to conflict zones,’’ said Interpol Secretary General Ronald Noble.
About a thousand radicals from Europe have joined militant fighters in Syria and Iraq.
European governments worry those radicals could stage attacks when they get home and have introduced new anti-terrorism measures to try to catch them or stop them from leaving in the first place.

President Francois Hollande of France urged other countries to wake up to the threat of the group. ‘‘This is a terrorist enterprise that has decided to enslave, annihilate, destroy,’’ he said Thursday.
