Secretary of State William Galvin, citing fresh information, has halted an effort to suspenda lobbyist connected to the controversial award of lucrative state software contracts to Cognos ULC. Richard McDonough, the lobbyist and a close friend of House Speaker Salvatore F. DiMasi, has given Galvin's office details he had previously refused to provide about entertainment reimbursements and other payments from Cognos....
