ROME — Veteran politician Francesco Cossiga, who led Italy’s fight against domestic terrorism in the 1970s and 1980s, but who resigned after failing to save the life of a politician kidnapped by the Red Brigades, died Tuesday. He was 82.
Mr. Cossiga had been hospitalized since last week with heart and respiratory problems.
He declared himself “politically dead’’ in 1978 after the Red Brigades leftist terrorist group assassinated his mentor and friend Aldo Moro, the leader of the Christian Democrats and a former premier, two months after kidnapping him.
But Mr. Cossiga went on to lead a vigorous political life for several more years, including as prime minister and president of the republic, Italy’s highest office.
As president in the mid-1980s, he used the largely ceremonial, head-of-state role to publicly lambaste Parliament and the judiciary in what some saw as an effort to spur reform in an increasingly inefficient, moribund postwar system of government by revolving-door coalition.
Often accused of harboring political secrets, Mr. Cossiga, a staunch US ally, eventually admitted involvement in a shady Cold War-era, anti-Communist network known as Gladio.
Mr. Cossiga was also premier in 1980 when an Italian domestic jetliner exploded in flight and crashed near the island of Ustica, a case that was never resolved.
Various nicknames marked the stages of Mr. Cossiga’s political career....
The turning point of his career came when he was made interior minister by Premier Moro. As the official in charge of state police forces, he was at the helm of the state’s fight against the terror that was bloodying Italy with shootings and bombings. He oversaw a reform of public security forces and organized antiterrorism departments.
In 1978, Mr. Cossiga played a key role during one of the most dramatic moments in Italy’s recent history when the Red Brigades kidnapped Moro and held the statesman in hide-outs....
