NEW YORK — The driver of a double-decker bus that crashed into a crowded plaza in Times Square, injuring more than a dozen people, was arrested Tuesday night and charged with driving under the influence of a substance that could impair his abilities, police said.

Police arrested the driver, William Dalambert, 58, of Irvington, N.J., on charges of “driving while ability impaired,” but declined to identify the substance he is believed to have taken.

Dalambert was driving south on Seventh Avenue on Tuesday when his bus crashed into another double-decker bus on the corner of 47th Street, sending his bus careening onto the sidewalk, hurtling toward hundreds of tourists and shoppers. The bus toppled a streetlight and sent glass and debris flying as pedestrians scrambled for cover.
