Concerned that public support for Israel is flagging because of that nation's conflict with Palestinians, the umbrella organization that funds much Jewish community life in Boston is proposing a variety of new efforts to bolster the Jewish state's image here.
Stepped-up Israel advocacy is one of the highlights of a set of goals for the Jewish community approved recently by Combined Jewish Philanthropies, the area's main federation of Jewish community organizations.
"Israel is no longer a secure state on the path to peace, as we thought 10 years ago," the CJP president, Barry Shrage, wrote in an introduction to the strategic planning document, which over the next decade will shape the spending and priorities of many local Jewish organizations that depend on support from CJP.

The document warns that "the voices to discredit the Jewish state are getting louder and more frenzied, using new technologies and messaging to push a threatening agenda . . . Even here in the US, misinformation results in a lack of understanding of the complex challenges Israel faces and the value that it provides to the US and the Western world. As the conflict goes on, many tune out."

The plan calls for rethinking ways to reach out to young Jews, many of whom are far less Jewish-identified than their parents. The report also says young Jews are less connected to Israel than their elders and support for Israel among young Jews is decreasing.

"Most young Jews grow up with little Jewish involvement, with little Jewish content or practice, and with little or no synagogue contact after their bar/bat mitzvahs," the report says.

"Young Jews live in more diverse neighborhoods and attend more diverse schools than their parents did, and have, on average, fewer close friends who are Jewish."
The plan, two years in the making, is likely to be influential not only in Boston, but around the country, because CJP is considered one of the most innovative Jewish federations.
Jonathan D. Sarna, a professor of American Jewish history at Brandeis, noted the plan also includes an emphasis on social justice programs.

"The document reflects a larger move among Jews nationwide away from the particularism and the inward turn that has characterized the last 40 years or so, and a move back to themes more common in the 1950s and '60s - universalism, caring, and social justice," Sarna said. "As so often before, the Boston CJP stands at the forefront of contemporary trends in American Jewish life. It is much more in line with the thinking of young Jews than most other Jewish federations."

In an interview, Shrage said that the CJP, which last issued a strategic planning document seven years ago, is aiming to implement the new plan over 10 years and that it will guide the organization's fund-raising. This year, CJP is seeking to raise $43 million.
The concern for Israel is rising, he said, because of threats from Iran and instability in the Middle East, as well as from a perceived decrease in support for Israel around the world.

And, he said, the concern about the next generation of Jews is fueled by a high rate of intermarriage. He also noted, however, a CJP study that suggests most children in interfaith families are being raised Jewish, and, because of a program called Taglit-Birthright Israel, nearly half of young American Jews are visiting Israel in their teens or 20s.

But the challenges are enormous, and researchers such as Sarna have suggested that the Jewish community is facing the possibility of shrinking significantly in the United States.

"Many of us live far away from the communities in which we were raised; half of us intermarry," Shrage wrote in the introduction. "With little overt anti-Semitism and the fading memory of the Holocaust and the birth of Israel, fewer external pressures are driving Jewish identity."
Among the specific proposals endorsed in the new plan is the launching of "a major advocacy/education campaign in Greater Boston's Jewish and non-Jewish communities."

The plan pledges to research attitudes toward Israel and to develop a campaign, including activities, publicity, and trips to Israel, to affect those attitudes.

The report also seeks to enlist congregational leaders to advocate for Israel in local communities and urges organizational leaders to talk about issues with "key influencers in politics, business, academia, community organizations, media, clergy, etc.

The plan also suggests an intensified effort to reach out to Jewish college students, saying that close to 15 percent of all American Jewish college students are enrolled at Boston-area universities.
The study pledges CJP to develop more Jewish preschool options, to find easier ways for Jews to connect with Jewish institutions and Jewish life, to redesign the Jewish educational system, including the oft-criticized synagogue-based Hebrew schools, and to promote and expand Jewish summer camps.
