LONDON - A three-month inquest ended yesterday with the jury effectively rejecting police assertions that a 27-year-old Brazilian electrician was shot dead lawfully after he was mistakenly identified as a suspect in a failed subway bombing plot in July 2005.
By an 8-2 vote, the jury essentially condemned the actions of two Scotland Yard firearms officers in shooting the Brazilian, Jean Charles de Menezes, seven times in the head aboard a crowded subway train after mistaking him for an Islamic terrorist.

The jury's finding, after testimony from more than 100 witnesses, ensured that the bitter controversy over the killing that has rocked Scotland Yard and contributed to the recent firing of Sir Ian Blair, Britain's top policeman, will continue. A statement after the verdict by de Menezes' family condemned the court proceedings as a "whitewash," and vowed to pursue legal action against the police in Britain's high court....

Few issues in memory involving Britain's police have stirred as much controversy as the de Menezes killing, and what civil liberties groups have described as a shocking case of police incompetence, and, worse, of an effort at high levels of Scotland Yard to cover up what happened....
The shooting of de Menezes occurred on July 22, the day after four men, all of them later arrested and sentenced to life imprisonment, sought unsuccessfully to replicate the bombings two weeks earlier that killed 52 people and injured more than 700 on London's transit system. The homemade bombs used in the second bombing plot failed to detonate, setting off a manhunt that led to the shooting of de Menezes.
