"Joint offensive targets Uganda rebels

KAMPALA, Uganda - Uganda, Democratic Republic of Congo and southern Sudan launched a joint military offensive yesterday against Ugandan Lord's Resistance Army rebels in a remote northeast corner of Congo, their armies said.

The three governments agreed in principle in June to start joint operations against the LRA guerrillas - notorious for mutilating civilians and kidnapping children - if their leader Joseph Kony did not sign a final peace deal to end two decades of conflict.

"The three armed forces successfully attacked the main body and destroyed the main camp of Kony codenamed camp Swahili, setting it on fire," the three nations' military intelligence chiefs said in a joint statement.

The 17,000-strong UN peacekeeping force in Congo, which is struggling to halt rebel and militia violence in eastern North Kivu province, said no decision had been taken on what role UN peacekeepers would play in the anti-LRA offensive.

By not taking a role, they sanction it, don't they?

The LRA, led by the self-proclaimed mystic Kony, has waged a protracted guerrilla war against Uganda's government. Harried by the Ugandan army, the rebels have sought shelter in Congo's northern forests.

In recent months, the LRA, operating from camps near Congo's porous border with Sudan, has attacked several northeastern villages and towns. Rebels have killed dozens of civilians and abducted several hundred, including many children.

WASHINGTON - Larry Devlin, a CIA station chief in the Democratic Republic of Congo who claimed to have refused an order to assassinate the ousted prime minister, Patrice Lumumba, during the newly independent nation's chaotic early days, died Dec. 6 of emphysema at his home in Lake of the Woods, Va. He was 86.

In fall 1960, shortly after assuming his duties as station chief in Leopoldville (now Kinshasa), he received a packet of poisons that included toxic toothpaste, and said he was ordered to carry out a political assassination. At the time, Congolese factions were battling for control of the new nation. The United States and the Soviet Union were maneuvering for influence over Congo's bountiful resources, particularly cobalt, a critical mineral used in missiles.

And we STILL ARE!

The CIA under Director Allen Dulles determined that the nation's first democratically elected prime minister, Lumumba, had the potential to become like Fidel Castro and must be eliminated.

Something else the U.S. still does, I'm afraid!

In an interview this year, Mr. Devlin told The New York Times he had no qualms about bribery, blackmail, and other Cold War tactics - "all part of the game," he said - but killing Lumumba, he believed, would have disastrous effects worldwide. He stalled, and Lumumba died at the hands of his rivals in 1961.

In his book, "Chief of Station, Congo" (2007), he recalled how he received a message advising him to expect an important visit from "Joe from Paris," the code name, it turned out, for Sidney Gottlieb, the agency's poisons specialist. (Gottlieb later gained public attention for his involvement in CIA mind-control experiments with LSD.)

Jewish! So thanks to him, the CIA introduced drugs and acid into the '60s and created programmed killers like Manchurian candidate Sirhan Sirhan!

Gottlieb told Mr. Devlin the Lumumba assassination had been approved by President Eisenhower, although he had not seen the presidential orders. The spiked toothpaste, he explained, was to make it appear Lumumba had died from natural causes.
