Senators Edward M. Kennedy and John F. Kerry said Massachusetts will receive $3.8 million from the federal government for the hungry and homeless. The senators said yesterday that the money is part of a grant from the Emergency Food and Shelter Program of the federal Department of Homeland Security. Under the program, the Federal Emergency Management Agency will distribute aid to all 50 states.
