WASHINGTON - Motorists are driving less and buying less gasoline, which means fuel taxes aren't raising enough money to keep pace with the cost of road, bridge, and transit programs.
A federal commission created by Congress to find a way to make up the growing revenue shortfall in the program that funds highway repairs and construction is set to call for a hefty increase in federal gas and diesel taxes.

In a report expected in late January, members of the infrastructure financing commission say they will urge Congress to raise the gas tax by 10 cents a gallon and the diesel tax by 12 to 15 cents a gallon. At the same time, the commission will recommend tying the fuel tax rates to inflation.
So when prices go DOWN, so will the taxes, right? RIGHT?
The commission also will recommend that states raise their fuel taxes and make greater use of toll roads and fees for rush-hour driving.
Although the cost of gasoline has dropped dramatically in recent months, such tax increases could be politically treacherous for Democratic leaders in Congress. A gas tax increase was one of the reasons they lost control of the House and Senate in the 1994 elections....

While details have not been worked out, such a system would mean equipping every car and truck with a device that uses global positioning satellites and transponders to record how many miles the vehicle has been driven, and perhaps the type of roads and time of day.

The move is part of a growing international effort to accommodate - not just prevent - higher temperatures, changing precipitation patterns, sea level rise, and longer growing seasons from the release of heat-trapping gases from power plants, factories, and cars. But the results from a model developed for a massive earthquake drill in Southern California last fall have fueled a debate about whether these structures are more vulnerable than previously thought....
Luke Zamperini, principal inspector for the Los Angeles Department of Building and Safety, said the test was interesting but not compelling enough to merit action. He was not convinced that an earthquake of this size would collapse any steel high-rises.
"It's hypothetical," Zamperini said. A building code change "is based on forensics, on what we've seen happen. Engineers are not willing to make changes on what people theorize might happen."
Ronald Hamburger, who is past president of the Structural Engineers Association of California and was part of the review committee, agreed that the collapse of a few steel high-rises in a major earthquake was probable, but he, like many structural engineers, worried about focusing too much on the steel high-rises. "There are the hundreds of other buildings that are going to collapse," he said."It's much easier and financially doable to fix the other buildings than figure out which five steel buildings collapse."
