President Tries to Keep Sudan From Splitting

How come they get a vote but Kashmir does not?

JUBA — The northern National Congress Party, headed by President Omar al-Bashir, said that the commission organizing the southern independence referendum has asked to delay the vote, but the chief negotiator for the south said that is not an option. Only five months remain until the vote that could divide the country. But preparations have fallen far behind."
