Putin dismissed Rosleskhoz head Alexei Savinov and replaced him with his deputy, Viktor Maslyakov. The prime minister has previously criticized the agency for failing to efficiently use the government funds allocated for fire prevention.

As many as 90 percent of the plants are no longer found anywhere else in the world. Most of them are old varieties no longer in use, but the Vavilov Institute maintains them in case they will be useful in the future for developing new varieties....

Before his parents’ arrest, Tim Foley had written on a George Washington University blog that he was born in Toronto and grew up in Paris and Boston and that he speaks French and German and was learning Chinese. He said he was majoring in international affairs with a concentration in Asian studies and described plans to spend a semester in Beijing.
