An influential panel of University of Massachusetts trustees recommended yesterday that student fees be increased by 7.5 percent to help bridge a budget gap created by shrinking state and federal funds....
The full board is scheduled to consider the increase next week...
The increase endorsed by the committee yesterday would more than double the current rate of inflation in the New England region....
Lawrence Boyle, a UMass trustee, called the proposed increase “grossly excessive’’ and a tax increase on the middle-class. “People are tapped out in this state,’’ he said.

But another trustee, James Karam, responded: “Right now, we have to deal with reality. After eight years of cuts, I think a lot of the costs have been eliminated. I’m not happy about it, the 7.5 percent increase, but I think it’s the prudent thing to do.’’
