FORT BRAGG — Military officials have released the name of a battlefield surveillance unit leader who was killed by a fellow soldier during a safety briefing at Fort Bragg. Authorities say Lieutenant Colonel Roy Tisdale, 42, of Alvin, Texas, died seconds after being shot Thursday, and the shooter then turned the gun on himself. Tisdale took command of the 525th Brigade Special Troops Battalion when it was activated in January."

North Carolina was the first state in the nation to tackle the question of how much to give victims of the program, which lasted from 1929 to 1974 and sterilized more than 7,600 people. The program was aimed at creating a “better society” by weeding out people deemed ‘‘feeble-minded,’’ many of them poor women....
