WASHINGTON - The FBI's stepped-up effort to fight Internet child pornography has led to an evidence backlog in the bureau's computer labs, auditors said yesterday. The Justice Department's inspector general said the number of such cases handled by the FBI rose more than twentyfold between the 1996 and 2007 budget years. As a result, the heavy volume meant it took an average of about two months to examine such evidence in 2007 - and even as long as nine months.

The FBI, which has built a new lab in Maryland to handle the increased demand, agreed with the inspector general's recommendations to create deadlines to reduce the backlog.

MILWAUKEE - The mayor of Racine, Wis., resigned yesterday, days after being accused of trying to arrange a sexual encounter with someone he thought was an underage girl....

Mayor Gary Becker, who is married and has two children, is charged with attempted second-degree sexual assault of a child under 16, possession of child pornography, child enticement, use of a computer to facilitate a child sex crime, attempted exposing a child to harmful material, and misconduct in office....
Becker, 51, was arrested Jan. 13 at a suburban Milwaukee mall after a two-week investigation by the state Department of Justice's Division of Criminal Investigation. Racine is about 20 miles south of Milwaukee. After chatting online with a state agent posing as a 14-year-old girl, Becker went to the mall to meet the girl and buy lingerie for her, according to a criminal complaint. During the chat, he offered to take her to a hotel to "have lots of fun," the complaint said.

The investigation started last month after Becker asked city workers to help him fix his personal computer. Police said the computer technician found six pornographic images of what appeared to be underage females and alerted authorities. Police passed the case on to state investigators to avoid a conflict of interest. Investigators who searched Becker's computer found records of 1,800 sexually explicit chats, prosecutors said.

WEST PALM BEACH, Fla. - One of two Florida priests accused of embezzling hundreds of thousands of dollars from their church pleaded guilty yesterday, the same day jury selection was set to begin in the case.
Rev. John Skehan, 81, pleaded guilty to bilking parishioners at St. Vincent Ferrer Catholic Church in Delray Beach for years. Skehan, who had been at the church 40 years, had been accused of taking $370,000 between 2001 and 2006, the timeframe covered by the statute of limitations. Church auditors, however, believe the figure stolen over the years was in the millions.
He and the Rev. Francis Guinan had been charged with stealing to fund lavish lifestyles in what authorities say could be one of the biggest embezzlement cases to hit the US Catholic Church.

PORTLAND, Ore. - Four Portland newspapers and the city police union are calling on the mayor to resign, after he admitted he lied by denying he had a sexual relationship with a teenage boy. Mayor Sam Adams admitted this week that he lied to cover up his relationship with a teenage legislative intern because a potential mayoral candidate had spread rumors that Adams had sex with a minor.

Adams, 45, said the teen was 17 when they met in 2005, and that the relationship did not turn sexual until the boy turned 18.
