Last year, debate in the Massachusetts Senate over immigration enforcement was so contentious it drove a wedge into the governor’s race and sparked a 17-day vigil by student activists who camped out on the State House steps.

This year, the approach was far more stealthy. Senators approved an enforcement measure on a voice vote late last month, without any debate, at 11:18 p.m., gaveling it through along with a slew of last-minute amendments to the state budget....
