JERUSALEM - The Palestinians’ chief negotiator said yesterday that a US diplomat had warned of a cut in aid to the Palestinians if they proceed with a unilateral bid for statehood at the United Nations in September.
The United States said that negotiator Saeb Erekat had mischaracterized the words of the US consul general in Jerusalem but declined to comment further.
Israel and the United States strongly oppose the Palestinians’ UN plan, saying statehood should be achieved only through negotiations....
Congressional Republicans and Democrats have warned that US aid to the Palestinians is in jeopardy over issues that include the push for statehood at the United Nations, as well as ties to Hamas and unwillingness to restart negotiations with Israel....

JERUSALEM - A Palestinian man from the occupied West Bank wounded eight Israelis early yesterday when he hijacked a taxi in Tel Aviv, drove it to a packed nightclub, and ran over policemen at a security checkpoint before emerging to stab several bystanders.
A police spokeswoman said the man, who is 21 and from Nablus, shouted “God is great’’ in Arabic before being subdued by police officers. One officer was seriously hurt and three others were among those wounded, as was the taxi driver.
The police said they believed the attack was an act of political terror. The Palestinian Authority condemned it.
The attack came at a time when Israel was stepping up security against terror attacks. The military said yesterday that it had increased its presence along Israel’s southern border with Egypt because of an intelligence warning of a possible attack by Islamic Jihad, a radical group based in Gaza.
The military said members of the group had slipped into the Sinai region of Egypt in preparation for an attack on Israel....

WASHINGTON - The Obama administration has initiated a last-ditch diplomatic campaign to avert a confrontation this month over a plan by Palestinians to seek recognition as a state at the United Nations, but it might be too late, according to senior US officials and foreign diplomats....
All this does is expose the fact that the US government serves Israel's wishes.
Senior officials said the administration wanted to avoid not only a veto but also the more symbolic and potent General Assembly vote that would leave the United States and only a handful of other nations in the opposition.

The officials, who spoke on the condition of anonymity to discuss diplomatic maneuverings, said they feared that in either case a wave of anger could sweep the Palestinian territories and the wider Arab world at a time when the region is already in tumult. President Obama would be put in the position of threatening to veto recognition of the aspirations of most Palestinians or risk alienating Israel and its political supporters in the United States.
Then he would no longer be president.
While some officials remain optimistic that a compromise can be found, the administration has begun planning to limit the fallout of a statehood vote....
The State Department issued a formal diplomatic message late last month to more than 70 countries urging them to oppose any unilateral moves by the Palestinians at the United Nations. The message, delivered by US ambassadors to their diplomatic counterparts in those countries, argued that a vote would destabilize the region and undermine peace efforts, though those are, at least for now, moribund.

Two administration officials said that the intent of the message was to narrow the majority the Palestinians are expected to have in the General Assembly. They said that outcome and the new peace proposal - to be issued in a statement by the Quartet, the diplomatic group focused on the Middle East comprising the United States, Russia, the European Union, and the United Nations - could persuade potential supporters to step back from a vote on recognition and thus force Abbas to have second thoughts.
“The fact is there are countries who would choose not to do that vote if there was an alternative,’’ the first senior administration official said....
A senior Palestinian official, Nabil Shaath, angrily dismissed the US proposal as inadequate and said a vote would go ahead regardless.
“Whoever wrote this thought we are so weak that we cannot even wiggle or that we are stupid,’’ he said from Ramallah in the West Bank....

Settlers living on land the Palestinians want for their future state have long been targets for militant attacks; likewise, some settlers have attacked Palestinian civilians. The fear among settlers now is that even unarmed crowds could overrun their communities.

There are 300,000 Israeli settlers in the West Bank, living among about 2.5 million Palestinians. Settlements are typically guarded by soldiers and residents armed by the military. Many settlers carry firearms, and clashes between settlers and Palestinians are common....

The Association for Civil Rights in Israel sent a complaint last week to the military’s advocate general claiming the settler training amounts to inciting vigilante violence against unarmed civilians exercising their right to protest.
Not that the extremist Zionist militants need much inciment from a state that supports them.
The army did not immediately comment on the complaint....

RAMALLAH, West Bank - President Mahmoud Abbas of the Palestinian Authority said yesterday that he was going to the United Nations this month to seek membership for a state of Palestine, not instead of negotiations with Israel but in addition to them.
His goal, he said, was for a Palestinian state and Israel to live in peace and security next to each other.
Even after any UN recognition, he said, his hope is to negotiate with Israel.
“Our first, second, and third priority is negotiations,’’ he said. “There is no other way to solve this. No matter what happens at the United Nations, we have to return to negotiations.’’
Prime Minister Benjamin Netanyahu of Israel said at a separate event that a Palestinian bid for UN recognition would “set back peace, and might set it back for years.’’ Israeli officials argue that a resolution recognizing a Palestinian state could complicate the prospect of talks beyond salvation.
The fact is if the Israelis wanted peace we would have had it years ago. They are the ones holding the economic, military, and diplomatic cards.
Sadly, the only peace Israel is interested is the PIECE of Palestine (and beyond).
Each side says it wants direct talks and peace but that the other side does not.
Abbas was speaking in his office to 20 left-wing Israeli intellectuals and artists who had come to urge him to go to the United Nations, despite their government’s opposition.

He told the group he had met abroad secretly three times in recent months with Israel’s president, Shimon Peres, in London, Rome, and Amman, Jordan. A fourth meeting was called off by Peres. Abbas said he also held a previously undisclosed meeting with Israel’s defense minister, Ehud Barak, 10 days ago.
“We have exhausted all opportunities, so we have to go to the UN,’’ he said.
For his part, Netanyahu said direct negotiations were the only option....
“We are going to complain that as Palestinians we have been under occupation for 63 years. We don’t want to isolate Israel but to live with it in peace and security,’’ Abbas said, “We don’t want to delegitimize Israel. We want to legitimize ourselves.’’

RAMALLAH, West Bank - The Palestinians yesterday said they would not give in to American pressure to drop their bid for statehood at the United Nations, taking a tough position ahead of a meeting with a senior US delegation....
Yasser Abed Rabbo, a top adviser to Palestinian President Mahmoud Abbas, said there was little the Americans could do to change the Palestinians’ plans.
“We are going to the United Nations, regardless of objections or pressure,’’ he said....
The comments signaled more frustration for President Obama, who has made little progress in nurturing peace talks despite pledges to make Mideast diplomacy a priority....
The American team was meeting with Israeli Defense Minister Ehud Barak, and Prime Minister Benjamin Netanyahu yesterday.
