WASHINGTON — In one noted e-mail exchange, a defense contractor seeking an earmark complained he did not want to go to a wine-tasting fund-raiser hosted by the once powerful lobbying firm the PMA Group for Representative James P. Moran, Democrat of Virginia, because he did not drink.
