SARAJEVO, Bosnia-Herzegovina — Samira Mahmic thought she was getting her life back when she was winched into a helicopter with her 10-year-old son clinging to her amid the worst flooding in more than a century in the Balkans.

Because of the record snowpack this past winter.

But she froze when she realized the helicopter was now fully loaded and she looked down to see her 17-year-old daughter Amina, watching in disbelief as the aircraft left her behind on a roof sticking out of the water.

‘‘I thought they would go back but it got too late last night,’’ Mahmic said Friday. Luckily her daughter’s mobile phone still had some battery power Friday morning and Mahmic was able to reassure herself that her daughter and husband were both still alive.

Mahmic’s northern Bosnian hometown was hit by the heaviest rainfall since measuring started 120 years ago. Rain-swollen rivers across the Balkans have flooded roads, cut off power, and caused more than 200 landslides.

All but forgotten as they have been flushed down the memory hole. The minimal coverage is no consolation.

Two people died in Serbia on Thursday, and on Friday the waters took two lives in Bosnia. The wall of a house collapsed and killed an elderly man, and a landslide in the eastern town of Cerska killed one woman, police said.

In Serbia 6,000 people have been forced out of their homes.

PRISTINA, Kosovo — Lawmakers in Kosovo cleared the way Wednesday for the creation of a European Union-backed court that will investigate crimes committed by ethnic Albanian rebels during the country’s 1998-99 war of independence from Serbia.

I'm not knocking it, but it is fifteen years late! 

Btw, the Albanians and Kosovars received help from Al-CIA-Duh.

The move, in an 89-22 vote, follows years of diplomatic pressure by the EU and United States for Kosovo to open a state investigation into civilian killings committed by the rebel side. Suspected crimes include the killing of about 400 civilians, chiefly Serbs, and allegations that a handful of victims were slain specifically to harvest their organs for sale on the black market.

That last one is a very delicate subject, and one with Israel in it up to its elbows. 

RelatedEU Establishes Kosovo Court

The war crimes court, to be headquartered in Kosovo but conduct its work chiefly in the Netherlands, will be staffed by international judges and prosecutors. Many details of its powers and penalties remain to be agreed between Kosovo and EU authorities, but it is expected to operate along similar lines to the International Criminal Tribunal for the former Yugoslavia, which has stopped taking new cases and is slated for eventual closure.

SKOPJE, Macedonia — Prime Minister Nikola Gruevski’s ruling center-right party won its fourth consecutive election victory in Macedonia but looks likely to fall just short of an outright majority.

The opposition Social Democrats would not recognize the result Monday, alleging voter intimidation by the government, but international monitors described the election as generally well run. Macedonia became a republic in 1991, when it declared its independence from the former Yugoslavia....
