KAMPALA, Uganda — Ugandan authorities are holding 19 suspects arrested over an apparent terror plot, officials said Monday as the security agencies continued an operation to dismantle what they said was an al-Shabab cell plotting attacks in this East African country.

The security agencies seized the suspects and explosives as well as bomb-making materials in a raid Saturday on a suspected terrorist cell in Uganda’s capital, Kampala, said Polly Namaye, a spokeswoman for Ugandan police.

‘‘We are calling upon owners of businesses, especially entertainment places, to intensify their security,’’ Namaye said.

All the suspects are of Somali origin and Ugandan police and intelligence officials are interrogating the suspects, said Ugandan military spokesman Lieutenant Colonel Paddy Ankunda.
Meaning they are being tortured.
The officials gave no more details, saying the operation is ongoing and more suspects could be arrested.
The men were arrested at two locations deep inside a slum in Kampala, Abdullahi Hassan Roble, who heads an association of Somalis in Uganda, said Monday.
Security officials on Saturday raided a hotel and a flat in the Kisenyi area, known for its large Somali population, in an operation that appeared to target Somalis who had recently moved into the neighborhood, he said.
The US Embassy in Uganda said Monday that a possible terrorist attack had been disrupted.

On Saturday the embassy warned US citizens to stay at home overnight because there was an operation to foil a terror plot. ‘‘We believe that the immediate threat of an al-Shabab attack has been effectively countered,’’ said the embassy statement.
Uganda has troops fighting al-Shabab, which has been linked to Al Qaeda, in Somalia.

KANO, Nigeria — Two suicide bombers killed at least 15 students and injured more than 30 others Wednesday at a government college in Nigeria’s northern city of Kano, police said.

Four men in a tricycle taxi drove up to the Federal College of Education Kano and opened fire when security guards insisted on searching the vehicle, according to a guard who spoke on condition of anonymity because he was not authorized to speak to reporters.
One of the attackers ran into a lecture hall filled with students and detonated his bomb, and a second blew himself up outside a second lecture hall, according to Kano state police commissioner Aderenle Shinaba. He said 34 students were hospitalized with various degrees of injuries.
Spokesman Sani Datti of the Nigerian Emergency Management Agency said the two bombers also died.
Officials said extremists from Boko Haram were responsible. The group is blamed for five suicide bombings carried out in July in Kano and a series of car bombs and suicide bombings that have killed scores of people elsewhere in the country.

LAGOS, Nigeria — Rescue workers recovered 46 bodies and rescued 130 survivors from a collapsed shopping mall and guesthouse at the campus of renowned Nigerian preacher T.B. Joshua’s Synagogue Church of All Nations, the West African nation’s emergency agency said Monday.

Joshua’s church published a video purporting to show a plane flying low over the building four times before the structure collapsed on Friday. He told a church service Sunday that the building apparently was attacked by Islamic extremists who might have dropped a ‘‘chemical substance’’ from the aircraft.

"Woman survives 4 days after Nigeria building falls" Associated Press September 17, 2014
LAGOS, Nigeria — Rescue workers early Tuesday dug a woman out of the rubble of a building that collapsed four days ago and she walked away with only a slight injury, a government spokesman said.
The death toll rose to 60 by Tuesday afternoon from the fallen multistory building serving as a shopping mall and guesthouse at the sprawling campus of televangelist T.B. Joshua’s Synagogue, Church of All Nations, on the outskirts of Lagos’s commercial capital, according to spokesman Ibrahim Farinloye of the Nigerian Emergency Management Agency.
‘‘We rescued a woman, alive, around 2 a.m. this morning,’’ Farinloye said. ‘‘We found her under the rubble. She walked away with only a little dislocation on her hand. She is very, very lucky.’’
He said she appeared middle-aged.
Workers have rescued 131 survivors, he said. More than 1,000 rescuers from several agencies are at the scene, he said of the pancaked building that was destroyed in clouds of dust and debris on Friday.

JOHANNESBURG — Church officials prevented rescuers from freeing victims at the site of a six-story building collapse, causing a loss of lives, Nigeria’s emergency agency said Friday.
Most victims were South African, according to the South African government, which said at least 67 South Africans died and 17 appear to be missing in the rubble of the Lagos building that had a shopping mall on the ground floor and guest rooms above.
The building at televangelist T.B. Joshua’s Synagogue, Church of All Nations, collapsed at 12:44 p.m. last Friday but rescuers did not get full access until Sunday after 5 p.m., Ibrahim Farinloye, spokesman for the Nigerian Emergency Management Agency said.
He said rescue workers were on the scene by 1:50 p.m. Friday and they saved three people. But church officials prevented rescuers from getting further access, he said.
He said rescuers lost the two or three critical hours immediately after a disaster when most lives are saved.
‘‘Some of us were even attacked [by church members]. We wanted to ask the military to deploy to force access for us, but there were many foreigners at the church and we did not want to create an international incident,’’ Farinloye said in a telephone interview.

Church members also were hostile to journalists and smashed at least one television camera, he said.
