HUNTSVILLE — Scott Panetti, who was convicted of fatally shooting his in-laws at their home in the state’s Hill Country, is scheduled to die Wednesday in the Texas death chamber. But his attorneys said Panetti, who was diagnosed as a paranoid schizophrenic, is delusional, and they want him to undergo additional psychological testing to determine whether he is mentally competent.
