The Andover office of the Internal Revenue Service is usually awash in paper this time of year, processing more than 26 million paper and electronic tax returns for Massachusetts and five other states. But not this tax season.
The agency stopped handling returns in Andover last fall after more and more taxpayers started filing online, prompting the IRS to close all but a handful of processing centers nationwide.... But the sprawling one-story government building, spanning 30 acres on Route 133, remains a nerve center in Uncle Sam’s effort to get paid....
That last statement is just so offensive!!

And the government recently decided to spend tens of millions of dollars in stimulus funds to renovate the facility, the largest IRS center in New England, which will allow the agency to move hundreds of other workers from nearby offices to Andover.

The US General Services Administration, which owns the building, originally planned to spend more than $120 million on the project, including $117 million in stimulus money. But a GSA spokesman said the agency now believes the project will cost closer to $80 million. Columbia Construction of North Reading received the main $65 million construction award.

The project calls for major renovations, including replacing the roof, upgrading the electrical system, and revamping the lobby and office space. It also includes extensive green features, such as a solar array, glass roof panels to provide more natural lighting, and geothermal heating and cooling systems. Indeed, one of the key elements of the federal government’s $787 billion stimulus program was to make its buildings more energy efficient.

Carbonneau, the union leader, said the green features probably increased the cost of the project. But he said much of the work was long overdue. “They have been putting Band-Aids on it for years and years,’’ he said.

The job is expected to last 29 months, and Columbia Construction president Bruce Gordon expects to employ hundreds of workers when construction ramps up this spring. The government broke ground on the project last November.

Some members of Congress slammed the government for spending so much stimulus money on Andover even though the operations there were being scaled back.

The project was included on a list of 100 “questionable’’ stimulus projects compiled by Republican Senators Tom Coburn and John McCain, who said the IRS had planned to close the facility until other members of Congress intervened.

IRS spokeswoman Peggy Riley denied the facility was ever slated to be closed. And the GSA, which is in charge of maintaining government buildings, says the renovations will eventually pay for themselves.

The GSA estimated the government will save $6 million a year in rent alone by eliminating the need for 291,000 square feet leased at other offices in Massachusetts....
US Representative Niki Tsongas, whose district covers Andover, said renovating the IRS center will also help the community. Tsongas, a Democrat, said the project will create construction jobs in the short term and permanent IRS jobs as well.

“The IRS should make further use of this state-of-the art facility, locate new jobs there, and take advantage of the experienced and dedicated former employees,’’ Tsongas said, promising “to strongly encourage the IRS to capitalize on this extraordinary investment.’’

A Massachusetts tax preparer was sentenced Wednesday to 18 months in prison for preparing more than 100 false tax returns on behalf of his customers, the US Department of Justice and the Internal Revenue Service said yesterday.
Eddy Ekanem, 49, of Lowell, was sentenced by US District Judge Patti B. Saris. Ekanem pleaded guilty in December to 22 counts of aiding and assisting in the preparation of false tax returns.
Ekanem operated a Boston firm called Ekanem Tax Services that promised customers larger tax refunds than rival firms could obtain; between 2001 and 2005, Ekanem repeatedly inserted false and fabricated information into tax returns so his customers could obtain larger tax refunds than they were entitled to, the government said.
But when government does that all across the board, no problem. Lies about wars, lies about environment, lies about economy, lies about everything, but that's okay!

The scheme “not only defrauded the IRS, but cost honest people money in back taxes, interest, and penalties,’’ US Attorney Carmen M. Ortiz said.

The traditional IRS deadline of April 15 can be a day of high anxiety for taxpayers, but this year many Massachusetts taxpayers are getting a break in the form of a deadline extension for both their federal and state tax returns.
After the severe rainstorms of March, the Internal Revenue Service extended the filing deadline until May 11 for residents and business owners in Massachusetts counties that were declared federal disaster areas....
