As the deadly rockets fired by Hezbollah guerrillas were exploding in the northern Israeli city of Haifa in the summer of 2006, Mayor Yona Yahav worked day and night to organize shelters and set up impromptu schools in shopping-mall garages.
After a truce ended the 34-day war between Israel and Hezbollah fighters in southern Lebanon, the mayor's wife, psychotherapist Rivka Yahav, helped set up centers to treat several hundred Jewish and Arab civilians for post-traumatic stress from the 100 rockets that fell in Haifa's neighborhoods.

Yona and Rivka Yahav are in Boston this week sharing their experiences. He is speaking at a Tufts University conference today and tomorrow on the challenges facing global cities, and yesterday he met with Mayor Thomas M. Menino. She is lecturing and meeting with medical and academic colleagues at Tufts, Simmons College, and other institutions that deal with the effects of trauma.
Their visit is the latest reflection of the 20-year partnership between Haifa and Boston, perhaps the most active relationship that Bostonians have built with cities around the world. Yet it's not one of Boston's eight formal sister-city arrangements, and there is no government money involved.

The two cities share many traits: Both have major ports, they lean left politically, they have vaunted universities as well as aging populations and significant immigrant communities.
Jewish organizations in both cities have taken the lead in crafting an array of exchange programs. Students from Haifa's Prozdor High School this week completed a 10-day exchange program with students at Hebrew College in Newton. MIT and Haifa's equivalent, the Technion, have created a technology initiative.
What a shock; pushy Jews advancing their own interest!
A staff of three at Boston's Combined Jewish Philanthropies coordinates the programs with three paid counterparts in Haifa, and hundreds of volunteers. The Boston program director, Ruth Kaplan, said, "I honestly can't think of a partnership where people in different countries in mostly voluntary roles are working together in such a complex and meaningful way."

Israel's consul general in New England, Nadav Tamir, said the suffering in Haifa in 2006 prompted solidarity among Boston's Jews, but noted, "Many times you feel the Jews in Israel connect only in times of crisis, and we let other people define the agenda. But the Boston-Haifa connection goes on all the time. It's about people, not just the politics of the Middle East."

Mayor Yahav will be at Tufts for an annual student-organized symposium on civic engagement, run by the Institute for Global Leadership and focusing on the future of the world's cities. Organizers of the five-day event also have brought 40 students from other countries to take part.
In an interview yesterday, Yahav recalled the 2006 rocket barrages. In all, Hezbollah fighters shot about 300 long-range rockets filled with ball-bearings at Haifa, and about 100 landed in residential areas, killing 13 people and wounding several hundred, he said.

The rockets were launched during Israel's invasion of Lebanon following a deadly Hezbollah cross-border raid. The Israeli assault claimed more than 1,200 Lebanese lives, many of them civilians.

While Israelis have grown accustomed to living with violence - Haifa has suffered four suicide bombings in Yahav's six years as mayor - he said the recent fighting in Gaza had reawakened trauma in some Haifa residents.
He said Bostonians had volunteered their expertise in numerous ways, including easing the strains of resettling the Ethiopian immigrants, while Boston's Jewish agencies had adopted some of Haifa's methods, including care for the elderly.
Yup, the good old generous gew!
