WASHINGTON - The United States will have to keep some 60,000 troops in Afghanistan for at least the next three to four years to combat an increasingly violent insurgency, the top US commander in Afghanistan said yesterday, warning that 2009 will be "a tough year."

At least 10,000 additional US troops are required in Afghanistan beyond the 17,000 that President Obama announced on Tuesday would go to Afghanistan this spring or summer, with decisions on two additional brigades - one focused on training and one on combat - expected later this year, said General David McKiernan, the commander of international forces in Afghanistan.
"This is not a temporary force uplift," McKiernan told a Pentagon news conference. "For the next three to four years, I think we're going to need to stay heavily committed . . . in a sustained manner in Afghanistan."
So WHEN is the DRAFT?
McKiernan said violence is likely to escalate in Afghanistan as the fresh troops expand into insurgent-held areas where the military now has little or no presence. "When we do put additional security forces, I would expect to see a temporary time where the level of violence might go up," he said.

The insurgency in Afghanistan is "very resilient" in terms of its numbers and the growing complexity of attacks, in particular against non-military targets such as government facilities, police, and supply convoys, he said.
That's because they are FREEDOM FIGHTERS resisting FOREIGN OCCUPATION!!!
It is fuelled by funding, weapons, training, and suicide bombers supplied from across the eastern border in the tribal areas of Pakistan, he said. The increase in ground troops could allow for the use of fewer airstrikes, McKiernan said.

KABUL - US air strikes in western Afghanistan killed 13 Afghan civilians and only three militants, the US military said yesterday, three days after an American general traveled to the site to investigate.
Civilian casualties have been a huge source of friction between the United States and President Hamid Karzai, who has stepped up demands that US and NATO operations kill no civilians and that Afghan soldiers take part in the missions to help prevent unwanted deaths.
The US military said the fact that an American general traveled to the western province of Herat to investigate shows how seriously the country takes civilian casualties.
Now if only they would STOP DROPPING BOMBS on their heads, huh?
The military rarely releases the findings of civilian casualty investigations, and the disclosure this time could show the effect of Karzai's criticisms. The United States originally said 15 militants were killed Tuesday in a coalition operation in the Gozara district of Herat province, but Afghan officials said six women and two children were among the dead, casting doubt on the US claim.
I take it as self-evident that the U.S. military lies any time it opens its mouth these days.
Afghan officials say the group targeted in the air strikes were living in two tents in a remote area. An ethnic group of Afghans known as Kuchis travel the countryside with livestock and live in tents.
