A Tale of Two Clunkers

The bad news is in the back (page B9):

NEW YORK - The cash for clunkers vehicle trade-in program has repaid 17 percent of dealer rebate applications nine days after the filing deadline, and is hiring more workers to speed processing, an official said yesterday....

WTF? Banks and wars need not wait.

Most of the new employees will be contract workers. Citigroup Inc. has a $7.7 million contract to handle the paperwork, the agency has said.

Oh, WHO BENEFITS there? CITIBANK, huh?

“When you’ve got all your working capital strung out to the federal government, that’s a problem, a real problem,’’ Charlie Howard, staff counsel of the Ohio Automobile Dealers Association, said in an interview Wednesday. “The program brought a lot of people into the showroom, but we’ve got bills to pay, too.’’

But the PROGRAM was a GREAT SUCCESS, blah-blah-blah.

Yeah, it allowed GOVERNMENT and BUSINESS LIARS to LOOK GOOD!

The government’s rate of reimbursement to car dealers for the clunkers program “is absolutely horrible,’’ Howard said. “The program was fantastic in stimulating the economy and moving the metal. But the back side is the dark side of this program. It’s been a disaster.’’

Please remember that.

The program, which has come under criticism from retailers for what they say is slow reimbursement, has approved 120,000 filings from the almost 700,000 sales generated. The $3 billion effort has paid about $500 million, said the Transportation Department official, who declined to be identified.

That pace is accelerating, and the government expects to repay for all eligible deals by Sept. 30, the official said. The initiative spurred the first monthly gain in US auto sales since 2007, led by Ford Motor Co., Toyota Motor Corp., and Honda Motor Co., but sellers have said the delays are squeezing their businesses.

The government expects to approve about $100 million a day by the end of next week, the official said. The agency plans to increase the workforce for the program from about 3,000 to 5,000 employees by the end of next week, the official said.

Dealers who borrowed money to buy the cars they sold through the clunkers program need the government to reimburse them to cover those loans, Howard said. Some are having difficulty meeting their payroll as they await their clunkers cash.

And cui bono? Interest-free loans?

The National Automobile Dealers Association, based in McLean, Va., found in an Aug. 27 survey of its members that 5.7 percent of clunkers deals had been reimbursed.

The retailers have complained about the application rejection rate, which the Transportation Department official said is declining.

The government has seen examples of multiple resubmissions, some of them clerical errors such as transposed vehicle identification numbers, the official said.

Yeah, right, BLAME the PUBLIC, you INCOMPETENT, WAR-CRIMINAL REGIME!

For many hoping to profit off the clunkers’ remains, their work begins by collecting them from dealers, many of which are holding the jalopies until the federal government sends their checks for as much as $4,500 per vehicle. An overload of paperwork and the large number of cars sold have delayed the government’s reimbursement plan, but officials at the US Department of Transportation said the 21,118 participating dealers will be paid within the next few weeks.

Yup, COMPUTERS CRASHING and NOT EVEN WORKERS or MONEY has only "delayed' the government HELPING YOU, citizen!

For local dealers such as Ernie Boch Jr., who owns seven dealerships and has been a source of cars to junkyards such as Millis Industries, the backlog has meant rows of clunkers parked in what has become a kind of used car purgatory in his back lots....
