FRESNO, Calif. - The Obama administration’s economic stimulus program to find jobs for teenagers this summer couldn’t overcome one of the bleakest job markets in more than 60 years that had desperate adults competing for the same work.

Almost one-quarter of the 279,169 youths in the $1.2 billion jobs program didn’t get jobs, as more adults sought the same low-wage positions at hamburger stands and community pools, according to an Associated Press review of government data and reports from states.

Can you now see why I get sick of the Globe and its corporate cheerleading (post upcoming).

Congressional auditors warned yesterday that the government’s plans to measure the success of the federal program are so haphazard that they “may reveal little about what the program achieved.’’

And yet Obama and Biden are out there saying it CREATED MILLIONS of JOBS!!!!

The new report from the Government Accountability Office said many government officials, employers, and participants believe the program was successful.

Vice President Joe Biden described the Workforce Investment Act summer program as a way to keep teens out of trouble and off the streets while reinvigorating the country’s summer youth employment program, which had gone dormant for a decade. But the program didn’t prevent youth unemployment rates from soaring to 18.5 percent in July, the highest rate measured among 16-to-24-year-olds in that month since 1948.

“The summer program was basically half-disaster,’’ said Andrew Sum, director of the Center for Labor Market Studies at Northeastern University in Boston. “It was too little, too late, and too poorly constructed to have any lasting effect on our youngest workers.’’

So WHO STOLE ALL the STIMULUS MONEY, huh?

Cameron Hinojosa, 16, went through a two-day stimulus-funded workshop on how to write a resume. But he didn’t end up with a job because the summer program in Fresno County, in the heart of recession-battered central California, had already ended.

“When I went in I was hoping I would get a job and was looking forward to getting that extra money,’’ said Hinojosa, who had planned to share his earnings with his mother to pay bills for their household of eight. “You get some adults that got laid off from their jobs, so you still have to work against them.’’

Toss in the illegals and the outsourcing and off-shoring and you have a real problem there.

In Pennsylvania and Connecticut, bureaucratic holdups kept some young workers from entering training programs until July, cutting into summer job opportunities, the AP’s review found. In California, which received about 16 percent of all funds nationwide, less than half the participants reported getting jobs by the end of July, the most recent month for which state and national youth employment figures are available.

Isn't it odd how banks and war-looters have no problem getting paid?

“Things are still totally chaotic with this program,’’ said Rachel Gragg, federal policy director for the Workforce Alliance, a Washington-based group that advocates for more national job training funds. “In many communities they will tell you that they are still struggling to understand where the money is and where it is coming from.’’

Yeah, strange how government f***s up programs for the people -- this, the clunkers -- but is trusted and precise with their healthcare and swine flu vaccination plans.

Quite a contrast and juxtaposition, huh?

The Labor Department acknowledges that it is still working out the kinks, and says even if not all participants got jobs, the program has helped youth build valuable professional skills that will serve them and the national economy.

This is sickening s***.

No wonder the American people have lost faith government.

“We don’t think everybody is perfect, but we think there is a lot of good news coming out of this program,’’ said Jane Oates, the department’s assistant secretary for employment and training. “If there were mistakes made we’re happy to correct them, because we want to make sure that this program sticks around.’’

EVERY TIME you START a GOVERNMENT PROGRAM it NEVER GOES AWAY!! Some special interest taps into the revenue stream and it remains forever.

That's why I VOCIFEROUSLY OPPOSE EXPANSION of GOVERNMENT! We should be SCALING IT BACK, not EXPANDING IT!

To qualify for the onetime program under the American Recovery and Reinvestment Act, job seekers had to be 14 to 24 years old and from families living at or below the poverty line, or meet other income criteria. States were encouraged to use the federal money to create summer jobs, but also could use it in year-round programs for youth....

Yeah, the jobs crisis isn't that important so sit on the stimulus.

Massachusetts officials said they had trouble placing job seekers with private employers, many of whom passed over teens to hire experienced older workers or young college graduates. Labor officials in other states said such problems were common.

But recovery full steam ahead, etc, etc, etc. So sick of the bullshit shoveling!

“It’s kind of hard to convince companies to hire teens for summer jobs when they’re laying off their adult workers,’’ Mary Sarris, who heads the North Shore Workforce Investment Board in Salem, Mass. “This is the worst summer we’ve ever seen.’’

In November, California auditors cited a litany of financial problems at the Los Angeles County Department of Community and Senior Services, including overpayments to its director and $1.27 million in questionable costs that the agency still hasn’t fully accounted for.

Unreal, huh?

The agency received nearly $15 million in stimulus funds for youth jobs training this summer. Officials said the director’s salary had been adjusted, other accounting problems corrected and about 5,400 participants found jobs.

So the STIMULUS turns out to have been some state looters' personal piggy bank, huh?

Yeah, that created jobs.

Once the summer employment program ends this month, states will not have to show that teens actually got jobs.

You know, there was NO STIMULUS HERE! If there was STIMULUS, then THESE KIDS (or whoever got the job) would HAVE A JOB AFTER the $$$ is gone!!!

The Department of Labor’s only requirement is that graduates be more “workforce ready,’’ a term all states can measure for themselves.

Translation: Feds grant states a blank check to spew s***.

Why should we believe government when the measurements are purely arbitrary -- with the state on both sides? No self-serving interest there, huh?

Obama says American children spend too little time in school....

The president, who has a sixth-grader and a third-grader, wants schools to add time to classes, to stay open late, and to let children in on weekends so they have a safe place to go.

And WHO is going to PAY FOR THIS? The LOCAL SCHOOL DISTRICTS? The TAX-LOOTING STATE? The BANKRUPT FEDS?

“Our school calendar is based upon the agrarian economy, and not too many of our kids are working the fields today,’’ Education Secretary Arne Duncan said.

No, we have illegal migrants for that.

Fifth-grader Nakany Camara is of two minds. She likes the four-week summer program at her school, Brookhaven Elementary School in Rockville, Md. Nakany enjoys seeing her friends there and thinks summer school helped boost her grades from two C’s to the honor roll. But she doesn’t want a longer school day. “I would walk straight out the door,’’ she said.

I'll believe it when I see it, kiddo.

Most kids UNQUESTIONINGLY DO WHAT THEY ARE TOLD!!!!

This is the most pliable generation I have seen in quiet a long time. They don't care about anything. It's all video games, iPods with earphones, and cellphones in their little self-centered universes. Good luck, kids, when the SHtF!

Domonique Toombs felt the same way when she learned she would stay for an extra three hours each day in sixth grade at Boston’s Clarence R. Edwards Middle School. “That’s three more hours I won’t be able to chill with my friends after school,’’ she said.

Yeah, Obama will be LONG GONE when these kids are eligible to participate in the political process.

Her school is part of a 3-year-old Massachusetts initiative to add 300 hours of school time in nearly two dozen schools. Even reluctant Domonique, who just started ninth grade, feels differently now. “I’ve learned a lot,’’ she said.

This state SUCKS!!! It's a hotbed and testing ground for LIBERAL FASCISM is what it is!

Early results of the expanded learning time initiative in Massachusetts indicate that children in some of those schools do better on state tests than do children at regular public schools.

What's next, bars over the windows?

The extra time, which schools can add as hours or days, is for three things: core academics - students struggling in English, for example, get an extra English class; more time for teachers; and enrichment time for students.

Are the teachers going to be PAID MORE, because I'd have a problem.

Massachusetts will receive $27.3 million from the American Recovery and Reinvestment Act to help prevent homelessness, according to a statement from Senator John F. Kerry’s office yesterday. The funds are part of the Homeless Prevention and Rapid Re-Housing Program, which offers short and medium-term rental assistance and services for families in need. Fall River, New Bedford, Worcester, Lynn, and the Massachusetts state program will receive the most aid. The US Department of Housing and Urban Development announced its first round of grants in July.
