TEHRAN — Iran will allow the mothers of three Americans arrested along the Iraqi border in July to visit them in a Tehran prison, the foreign minister announced yesterday, saying the decision was made on humanitarian grounds.

The case of the three Americans, held for more than nine months, has exacerbated tensions between the two countries that were already high because of the standoff over Iran’s accelerating nuclear program and criticism of its crackdown on postelection protesters.

Raising further concern, Swiss diplomats who were allowed to visit the Americans on April 22 reported that two of them were in poor health, according to their families.

The Americans’ families have been told before that they would be granted visas to visit Iran, then learned that they did not have the permission.

Iran has accused Shane Bauer, Sarah Shourd, and Josh Fattal of illegal border crossing, espionage, and having links to US intelligence. Their relatives and the US government have denied the spying accusations.

The families of the three graduates of the University of California at Berkeley say they were hiking in the scenic Kurdistan region of northern Iraq and that if they did cross the border with Iran, they did so unintentionally....

MINNEAPOLIS — The mothers of three American hikers held in Iran said they collected their visas yesterday and hope to travel to Tehran by early next week to visit them in prison.

Nora Shourd told the Associated Press that the family of Josh Fattal, 27, picked up the travel documents from the Iranian interest section in Washington, D.C.

“We’re really over-the-top excited about this,’’ Shourd said. “I can barely breathe this morning. We’ve waited for this so long. And it’s going to be wonderful to see these kids, absolutely wonderful.’’

Aside from visiting their children, the three plan to meet with the Iranian attorney they hired months ago along with the Swiss ambassador in Iran. Swiss diplomats have visited the hikers in prison since the United States has no official presence in Iran....

TEHRAN — The mothers of three Americans jailed in Iran met with their children yesterday for the first time since they were arrested 10 months ago while hiking in the Iraq-Iran border area, Iranian state television reported.

Iranian authorities have informally accused the three of spying, which their relatives strongly deny. No formal charges have been filed against them since their arrest in July.

President Mahmoud Ahmadinejad has used the case to call attention to several Iranians imprisoned in the United States, prompting speculation that the Islamic Republic would be interested in an exchange. Iranian authorities strongly deny this.

The Americans — Sarah Shourd, 31; her boyfriend, Shane Bauer, 27; and their friend Josh Fattal, 27 — have been held in Tehran’s Evin Prison, where they have complained to Swiss diplomats about isolation and depression.

Shourd is said to suffer from a gynecological condition, and Bauer reportedly has stomach problems. Switzerland represents US interests in Iran in the absence of diplomatic relations between Tehran and Washington.

State television’s English-language channel, Press TV, showed the mothers hugging and kissing their children after they were reunited in a Tehran hotel. The mothers wore long black headscarves in keeping with an Iranian requirement that women cover their hair. They embraced their children, who looked thin but otherwise appeared to be in good health.....

In a glimmer of hope, Iran announced that two of its nationals held in Iraq by US forces for years were freed yesterday. The release raised the possibility that a behind-the-scenes swap was in the offing or that their release was a gesture of good will in an attempt to free the Americans....

Iran has hinted in the past that it wants to swap the three Americans for a number Iranians being held by the United States — including several who have been tried and convicted in the United States over violations of American sanctions on Iran. Also among them is a nuclear scientist, Shahram Amiri, who disappeared during a visit last year to Saudi Arabia, raising speculation he defected to the West.

TEHRAN — Iran’s intelligence minister signaled yesterday that Tehran might be open to a prisoner swap with the United States for three Americans jailed in Iran since July.

Sarah Shourd, 31, Shane Bauer, 27, and Josh Fattal, 27, were arrested along the Iraqi border. Iran has accused them of espionage and entering the country illegally; their families say the three were hiking in Iraq’s largely peaceful mountainous northern Kurdish region and that if they crossed the border, it was accidental.

Last week, Iran allowed the trio’s mothers to visit their children. The mothers were hoping to secure their children’s’ release, but returned to the United States on Saturday empty-handed. However, they say they were heartened to find their children are being treated well and in reasonable health.

That is NOT what the Swiss said!

Yesterday, Intelligence Minister Haidar Moslehi said the three Americans’ “status as spies is a clear and obvious case,’’ according to state TV.

Yup.

But Moslehi said there would be a chance of discussing a prisoner exchange with the United States once Washington makes a humanitarian gesture toward Iranians in US custody similar to the one Iran made last week toward the mothers.

“Our expectation is that the US . . . could make a similar human rights gesture to us, then we may get to the stage of whether or not there would be a swap,’’ Moslehi said. He did not elaborate.

Iran has repeatedly accused the United States of abducting some 10 Iranians abroad and sentencing them to prison terms.

On Thursday, State Department spokesman P.J. Crowley said the United States is “not contemplating any kind of a prisoner swap’’ for the three Americans....

That means we are.
