LONDON — British Foreign Secretary William Hague vowed yesterday to woo allies left neglected in London’s close ties with the White House, promising a sweeping overhaul of the country’s “patchy’’ foreign policy.

In a first major speech since the country’s Conservative-led coalition government took office in May, Hague said he’d reach out to nations who felt snubbed under the Labor government led by Tony Blair and Gordon Brown.

Brown and Blair’s courting of successive US presidents over 13 years in office had led some links with historic partners “to wither or stagnate’’ and seen a dramatic fall in Britain’s clout in the European Union, Hague said.

“I think sometimes British politicians and British leaders have been so preoccupied by those ties, that they have neglected to build the wider relationships in the world,’’ Hague said. “From now on we will not neglect the wider world.’’

Actually, the rest of the world could do with some neglect from the globalists for a change, doncha think?

Michael Cox, a foreign policy analyst at London’s Chatham House think tank, said Hague was positioning Britain for a world where the United States is no longer the lone dominant force, and Washington looks beyond Europe for allies....

Hague pledged to continue pressing Iran to abandon its nuclear ambitions, and said Britain expects its troops to remain in Afghanistan until about 2014 or 2015....

LONDON — Britain will hold an inquiry into allegations that its spies were complicit in the torture of terror suspects held by the United States and other allies, officials said yesterday.

The government also announced it would compensate detainees found to have been mistreated in the global pursuit of terrorists after the attacks of Sept. 11, 2001.

The investigation, by a three-member panel headed by retired judge Peter Gibson, could complicate intelligence-sharing with Washington....

Like Britain’s ongoing inquiry into the Iraq war, his investigation won’t establish criminal wrongdoing, but may apportion blame....

It follows civil cases brought against the government by 12 former detainees who contend British intelligence agents colluded in their mistreatment in Pakistan, Morocco, and elsewhere.

British spies have not been accused of torturing detainees, but several former suspects have alleged that British officials were complicit in their mistreatment while they were held by agents from the United States, Pakistan, and other countries, because they knew of abuse but did not stop it.

Prime Minister David Cameron told lawmakers in the House of Commons that “for the past few years the reputation of our security services has been overshadowed by allegations about their involvement in the treatment of detainees held by other countries.’’

No, intel services' reps are pretty much in the toilet considering all the false-flag jobs and set-ups these days.

“It is time to clear up this matter once and for all,’’ he said.

Translation: They are working on the cover-up.

Cameron said the government would ask the 12 to drop their lawsuits in exchange for mediation, possible compensation, and a promise the inquiry will investigate their assertions.

He said the inquiry also cannot start until the conclusion of a criminal investigation underway into allegations against two officers from the MI5 and MI6 intelligence agencies....

The panel is expected to call current and former ministers and intelligence agency chiefs to give evidence, but it is unclear how much of it will be in public. Cameron said intelligence officers would not be required to give evidence publicly.

Gibson is the Intelligence Services commissioner, a watchdog for Britain’s spies....

In the most notorious case, Binyam Mohamed, a former Guantanamo Bay detainee who is among those suing Britain, says he was beaten severely, subjected to sleep deprivation, and had his genitals sliced with a scalpel.

A British court has ruled that Mohamed was subjected to “cruel, inhuman, and degrading treatment’’ by US authorities.

"UK court limits scope of Human Rights Act for soldiers" by David Stringer, Associated Press | July 1, 2010

LONDON — Britain’s Supreme Court threw out a plan yesterday to offer troops at war protection under human rights law, saying the policy could leave military commanders concerned more about legal issues than enemy fire.

You don't support your troops?

Six of nine justices overturned a lower court decision that the Human Rights Act should apply to soldiers everywhere. The court said human rights legislation was never intended to apply to forces fighting on foreign soil.

Activists had hoped having the troops subject to the human rights act would strengthen the ability of soldiers or their next of kin to sue the government in cases where deaths and injuries may have been caused by faulty or missing equipment.

Yup, NOT ONLY can they SEND YOU AWAY over LIES, but they can ALSO SEND YOU ILL-PREPARED!

Justice Alan Rodger said in the ruling that “deaths and injuries are inevitable’’ in battle.

So is the fall of empires. I would expect you to know that.

“To suggest that these deaths and injuries can always, or even usually, be seen as the result of some failure to protect the soldiers . . . is to depreciate the bravery of the men and women who face these dangers,’’ he said.

And will cause war-profiteering profits to fall.

Britain’s military had argued that it could not guarantee the same protection for troops patrolling an Afghan market as it does to those working in bases or training in the UK.

Ministry lawyer James Eadie had argued that the earlier ruling would probably have an impact on tactical decisions made by commanders in combat situations — who would have the added burden of considering the legal implications of their choices.

“This outcome is not about denying rights to our people, it is about ensuring that we have a clear and workable set of rules under which they can carry out their demanding and dangerous work,’’ said Air Chief Marshal Jock Stirrup, head of the British armed forces.

The ruling centered on a case related to the death of Private Jason Smith, 32, who died of heatstroke on a British Army base while serving in Iraq in 2003.

Smith, a reservist, repeatedly told medics he felt unwell due to soaring temperatures, which topped 122 degrees Fahrenheit. He later suffered a heart attack and was found dead.

An inquest into Smith’s death found the military failed to address the difficulty he had in adjusting to the climate. A second inquest, which will consider whether his human rights were violated, has been ordered by a lower court....

Justices said it was unlikely that when European human rights legislation was drafted after World War II it was “regarded as desirable or practicable’’ to be applied to troops overseas, but they advised that the issue be resolved at the European Court of Human Rights in Strasbourg, France.

NEW YORK — US counterterrorism officials have linked one of the nation’s most wanted terrorists to last year’s thwarted plot to bomb the New York City subway system, authorities said yesterday.

Current and former counterterrorism officials said top Al Qaeda operative Adnan Shukrijumah met with one of the would-be suicide bombers in a plot that Attorney General Eric Holder called one of the most dangerous since the 9/11 terror attacks.

Federal prosecutors in Brooklyn have named Shukrijumah in a draft terrorism indictment but yesterday the Justice Department was still discussing whether to cite his role. Some officials feared that the extra attention might hinder efforts to capture him.

Intelligence officials began unraveling the subway plot last year, when US intelligence intercepted an e-mail from an account that Al Qaeda had used in a recent terrorist plot, officials said.

The e-mail discussed bomb-making techniques and was sent to an address in Denver, setting off alarms within the CIA and FBI from Islamabad to the United States.

Najibullah Zazi and two friends were arrested in September 2009 before, prosecutors said, they could carry out a trio of suicide bombings in Manhattan....

A fourth suspect, a midlevel Al Qaeda operative known as Ahmed, traded the e-mails with Zazi, who was frantically trying to perfect his bomb making recipe, officials said. The United States wants to bring the Pakistani man here for trial on charges that are not yet public.

Pakistani officials also have arrested a fifth person, known as Afridi, who worked with Ahmed, officials said.

The FBI and US attorney’s office in Brooklyn had no comment yesterday.

The meeting with Shukrijumah is among many new details officials disclosed about how the men hooked up with Al Qaeda. The new account provides a rare glimpse into Al Qaeda’s recruiting process.

Shukrijumah had spent much of his youth in Brooklyn and in Florida. He received flight training at around the same time as the 9/11 hijackers and became the focus of intense concern among federal authorities, in part because he spent so much time in the United States and was familiar with the language and culture.

In 2004, Attorney General John Ashcroft called Shukrijumah a “clear and present danger’’ to the United States. The United States is offering a $5 million reward for information leading to his capture.

The new indictment charging a conspiracy to use weapons of mass destruction alleges that Shukrijumah and Ahmad recruited Zazi, Ahmedzay, and Medunjanin in 2008 to receive training from Al Qaeda in the Waziristan region of Pakistan.

Once the three former high school classmates from Queens returned to the United States in early 2009, the indictment adds, Ahmad traded coded e-mail messages with both Zazi and Naseer, who was part of a cell based in Manchester, England.

Prosecutors said that in one message, Naseer told Ahmad he was planning a large “wedding,’’ code for attack. Likewise, prosecutors said, Zazi e-mailed Ahmad that “the marriage is ready’’ shortly before he drove from Colorado to New York City carrying bomb-making components in September 2009.

In a search of the British suspects’ homes, investigators found large amounts of flour and oil, and surveillance photos and maps of Manchester on the walls, prosecutors said.

Zazi, who was under FBI surveillance, was arrested after abandoning the plan and fleeing back to Colorado. Naseer is in custody in the United Kingdom on terrorism charges; Rehman was deported to Pakistan.

The indictment contained few details on the connection between the alleged plots in New York and Manchester. The news release announcing the indictment simply says that “the charges reveal’’ that the planned subway attack was “directly related to a scheme by Al Qaeda plotters in Pakistan to use Western operatives to attack a target in the United States.’’

The new indictment was unsealed on the fifth anniversary of a suicide attack on London’s transit system that killed 52 commuters.
