SOUTHFIELD, Mich. - General Motors Corp., racing to meet US conditions to keep $13.4 billion in government loans, will include pay cuts for salaried employees in a restructuring plan to be submitted Feb. 17, people familiar with the plan said.

The pay cuts will be in addition to firings of thousands of salaried workers to cut expenses as the largest US-based automaker tries to win concessions from bondholders, labor unions, and dealers, said the people, who asked not to be identified because the plans haven't been made public. Some of the details may be revealed this week, the people said.
"This is the reality of what they have to deal with," said Pete Hastings, a fixed-income analyst at Morgan Keegan in Memphis. "At this point, it's about survival."
GM needs to accelerate cost-cutting plans after the Detroit automaker's US sales fell 49 percent in January. GM and Chrysler must submit a progress report on their efforts to restructure their businesses, return to profit, and repay $17.4 billion in US loans by the end of 2011. A GM spokeswoman said the automaker isn't commenting on the contents of the plan update....
