WASHINGTON - The situation in Afghanistan is dire, and progress will demand a substantial and sustained commitment, military leaders told Congress yesterday as they laid out more details of the Obama administration's new strategy for the war.

"How will we know if we're winning?" asked Republican Senator Susan Collins of Maine. "We should not be committing additional troops before we have a means of measuring whether this strategy is successful."

Committee Chairman Carl Levin, a Michigan Democrat, warned that he does not agree with the administration's assertion that progress in Afghanistan depends on success on the Pakistan side of the border. Afghanistan's future should not be tied totally to the Pakistan government's decisions, he said, adding he remains skeptical about Pakistan's ability to secure its border.

After the car bomb explosion, three militants wearing suicide vests and carrying rifles entered the Kandahar compound, said Interior Ministry spokesman Zemeri Bashary.
