There was no "misunderstanding"; otherwise, Medvedev would never had made the statement he did about having received assurances from Peres that Israel wouldn't attack Iran.
There are, of course, two ways to look at this.
First, Peres is so confident that they can get the US to do the killing for them, that he doesn't believe Israel will need to attack Iran.
Or secondly, Israel and the US are looking at some way to engineer a "false flag attack" against Israel, blame it on Iran, and make Israel look like the "victim", with no choice but a military response.
Either way, it's just a question of when the bombs start falling.
[This latest move should give Iran great cause for concern. It is not possible that Washington would suddenly throw in the towel, after they have given Iran until the end of the month to negotiate and then Iran announces that any talks will not cover the nuclear issue. The missile shield was never aimed at Iran, it has always been planned to block Russia. Announcing that there will be no shield and tying the decision to do this to Iran (not even linking it to Iranian actions) is a final warning to Iran. Iran understands more than most nations that whatever America publicly says, it means the opposite. If, out-of-the-blue the US reaches-out to Iran, then the Iranians had better head for shelter. --source--"

BRUSSELS - The head of NATO called yesterday for the United States, Russia, and NATO to link their missile defense systems against potential new nuclear threats from Asia and the Middle East, saying that the old foes must forget their lingering Cold War animosity.
Secretary General Anders Fogh Rasmussen appealed for unity a day after the United States shelved a Bush-era plan for an Eastern European missile defense shield that has been a major irritant in relations with Russia.

“We should explore the potential for linking the US, NATO, and Russia missile defense systems at an appropriate time,’’ Fogh Rasmussen said. “Both NATO and Russia have a wealth of experience in missile defense. We should now work to combine this experience to our mutual benefit,’’ he said.
Russian envoy Dmitry Rogozin said the NATO chief’s address had a “very positive tone.’’
“Cooperation with Russia is not a matter of choice but of necessity,’’ Rogozin said.
Fogh Rasmussen called for a reconsideration of NATO-Russia relations. He said long-range ballistic missile technology in the hands of such countries as North Korea and Iran threatens both the West and Russia. “If North Korea stays nuclear, and if Iran becomes nuclear, some of their neighbors might feel compelled to follow their example,’’ he said.

Making NATO and Russian missile defense systems interoperable is a minor issue compared with finding enough political will to let software and other experts at radar sites and command centers exchange military data on a sustained basis.
Since 2003, NATO and Russia have staged at least four simulated missile defense exercises. Both sides say they were successful. “They showed [NATO’s and Russia’s] missile defense systems could be made interoperable,’’ Rogozin told reporters yesterday. “They showed this can enhance the level of security for everyone.’’
A NATO diplomat, speaking privately, said “there were even plans for a live exercise.’’

Prime Minister Vladimir Putin of Russia yesterday praised President Obama’s decision and urged the United States to cancel Cold War-era restrictions on trade with Russia.
In Brussels, Rogozin said the shelving of the US missile shield in Eastern Europe means Russia will now not deploy short-range Iskander missiles near Poland. “If you have no radars and missiles in the Czech Republic and Poland, we don’t need to find some response,’’ he said.
Russia has long sought a stronger voice in European missile defense plans and has said it would like to link systems. But it insists on a joint analysis of threats first. The Kremlin has always contended the potential threat from Iran was not as serious as the Bush administration said it was....

In a CNN interview broadcast yesterday, Medvedev also confirmed that the Israeli prime minister, Benjamin Netanyahu, made a secret visit to Moscow this month that included a meeting with the Russian president. In a transcript of the interview released by the Kremlin, Medvedev hedges on the question of whether Russia would support Iran if it were attacked by Israel.

Although Russia has no defense agreement with Iran “this does not mean we would like to be or will be indifferent to such an occurrence. This is the worst thing that can be imagined,’’ Medvedev said of a potential Israeli strike.

“What would happen after that? Humanitarian disaster, a vast number of refugees, Iran’s wish to take revenge - and not only upon Israel, to be honest, but upon other countries as well,’’ Medvedev said. “But my Israeli colleagues told me they were not planning to act in this way, and I trust them,’’ he said.

It was not clear whether those colleagues included Netanyahu. In a CNN clip played on Israeli TV and dubbed in English, Medvedev refers to the Israeli president, Shimon Peres, as the source of the assurances. “In one hour I will talk with the president of Israel, Mr. Peres, who when recently visiting me he told me a very important thing to all of us. He said Israel doesn’t intend to deliver any strike against Iran. He said, ‘We are a peaceful country.’ ’’

Netanyahu spokesman Mark Regev declined to comment yesterday on whether the Israeli prime minister had given any such assurance to Medvedev or to confirm that Netanyahu made the Moscow trip. Netanyahu was absent from public view in Israel for most of the day on Sept. 7. His office said he had visited a secret security facility, but there was widespread speculation that he had gone to Russia - either to pressure Moscow not to deliver S-300 air-defense missiles to Iran or to inform the Kremlin of attack plans.

Russia signed a contract two years ago to sell S-300s to Iran, a move that disturbs Israel because the missiles would substantially boost Iran’s defenses. However, no deliveries have been made public.

In the interview, Medvedev acknowledged Israel’s concerns but said that “any supplies of any weapons, especially defensive weapons, cannot increase tension; on the contrary, they should ease it.’’
Russia has cultivated close cooperation with Iran, including building the Bushehr nuclear power plant that critics say is a key element of Iranian attempts to develop nuclear weapons. But Russia has shown irritation with Iran’s failure to cooperate with the International Atomic Energy Agency as it seeks to determine whether Iran is pursuing nuclear arms.
“Iran must cooperate with the IAEA,’’ Medvedev said. “This is a duty and not a matter of choice.’’
