Russian Defense Minister Anatoly Serdyukov said yesterday that eight suspected hijackers were in custody. It was the first official confirmation that the ship had been attacked, after weeks of rumors and clues about why the vessel might have disappeared.

Authorities in Finland, Malta, and Sweden had agreed “not to disclose any sensitive information in order not to jeopardize the lives and safety of the persons on board and the integrity of the ship,’’ the statement said....

The suspected hijackers - citizens of Estonia, Latvia, and Russia - were arrested without a shot being fired, state news agencies quoted Serdyukov as saying. The ship’s 15 crew members were safe and were taken aboard by the navy for questioning.

The motive for seizing the aging freighter remained unclear. Security and maritime specialists said the Arctic Sea’s mysterious four-week journey pointed to something other than piracy, with some suggesting state involvement or a secret cargo, possibly of nuclear materials.

The armed hijackers had boarded the freighter under the pretext that there was a problem with their inflatable craft, Serdyukov reportedly said. They then forced the crew to change course and turned off the Arctic Sea’s navigation equipment, he said, according to Russian news agencies....
But the authorities knew where they were all the time.
Specialists and officials across Europe said the saga of the missing 320-foot freighter was perplexing. “The whole thing has been sniffy from start to finish,’’ said David Osler, a maritime journalist at Lloyd’s List in London.
I WOULD WHOLEHEARTEDLY AGREE with that statement.
Mikhail Voitenko, editor of the online Maritime Bulletin-Sovfracht, said he had spoken with some of the ship’s sailors and was more puzzled than ever. “The vessel had all the necessary modern means of communication and emergency alarms, and was located in waters where regular mobile telephones work,’’ he said at a news conference. “To hijack the vessel so that no one makes a peep . . . can you imagine how that could be? I can’t.’’
Voitenko, whose company, Sovfracht, specializes in antipiracy security consulting, said the hijacking was beyond the means of ordinary pirates.... Voitenko said he suspected the freighter was carrying an undeclared cargo and that state interests were involved. He refused to elaborate.

Prominent analyst Yulia Latynina also said she believed the ship had a secret cargo, and noted that before setting sail, the freighter was in the Russian port of Kaliningrad for repairs. Latynina, writing in the online Yezhednevny Zhurnal, said she suspected the involvement of special services.

She and others have reported widespread speculation that the Arctic Sea was smuggling nuclear materials.

MOSCOW - Most of the crew from a cargo ship that went missing three weeks ago were brought to Moscow yesterday for further questioning by Russian investigators, as were the eight men suspected of hijacking it, Russian officials said.
The Foreign Ministry said in a statement that 11 of the 15 crew members from the ship, Arctic Sea, would continue to be questioned over the still-murky details of its disappearance. The other four, including the captain, would remain on board the Arctic Sea in the Atlantic until it was given permission to return to its Finnish owner.

Meanwhile, Russian television showed images of the suspected hijackers being rushed by uniformed soldiers from the back ramp of a Russian Il-76 transport plane at the Chkalovsky airfield near Moscow. The men - four Estonians, two Latvians, and two Russians - were captured Monday when a Russian antisubmarine ship intercepted the Arctic Sea 300 miles off Cape Verde in the Atlantic Ocean, according to the official Russian account.
Other than their nationalities, little is known about the suspects, and it is still unclear how they supposedly commandeered the ship on July 24 not far from the Swedish coast, piloting it through closely-monitored European waters to the open Atlantic.
Russian officials still have not explained why the men had sought to commandeer the Arctic Sea, with its relatively low-value cargo of lumber. The director of the Russian firm that insured the ship told a television station yesterday that his company had received a ransom demand of $1.5 million in early August. Finnish police have confirmed the report, but they could not say who made the demand.--more--"

There was no immediate claim of responsibility for the attack in Nazran, Ingushetia's main city, which left the two-story building smoldering and a crater in the compound's courtyard, where the attacker detonated the bomb.

Russian President Dmitry Medvedev fired Ingushetia's top police official and, in unusually harsh comments, said police forces were as much to blame as the attackers themselves. "This terrorist attack could have been prevented," he said.
Russian Interior Minister Rashid Nurgaliyev attended an emergency meeting early Tuesday of Ingushetia's anti-terrorist committee, the Itar-Tass news agency reported. He said authorities would "take additional measures to ensure stability and security in the republic" and "deliver a blow" to those responsible for the attack.
Ingushetia -- more than any other North Caucasus region -- has been reeling from militant violence in recent months, including a suicide bombing that badly wounded the Kremlin-appointed leader, Yunus-Bek Yevkurov. Yevkurov blamed militants who have battled security forces in the forests along the mountainous border with Chechnya.

"It was an attempt to destabilize the situation and sow panic," he said in a statement issued by his spokesman. Investigators said the attacker crashed his truck through the gates of city police headquarters in Nazran as officers were lining up for their morning inspection. Nurgaliyev said experts estimated that the explosive device in the suicide bomber's vehicle was equivalent to about 400 kilograms (882 pounds) of TNT, Itar-Tass reported. The blast then triggered a fire that raged for hours, destroying a weapons room where ammunition detonated....
Monday's bombing was the deadliest to hit Ingushetia since June 21-22, 2004, militant attacks that killed nearly 90 people, mainly police officers. The attack poses a serious challenge to the Kremlin and its policies in the largely Muslim North Caucasus, which is home to scores of different ethnic groups that have at various times battled Russian forces or fought among themselves.

Now that large-scale fighting has ended, the Kremlin has focused on pouring money into rebuilding efforts as well as bolstering local leaders' authority.

In Ingushetia, Yevkurov's predecessor, Murat Zyazikov, was loathed by much of the population for heavy-handed police abuses and he was forced out last year.
Rights groups and Caucasus experts have warned that arbitrary arrests, torture and killings by security forces are fueling resentment and turning the sympathies of some of the civilian population to rebel fighters.
Speaking in an interview with Russian News Service radio, Yevkurov repeated accusations voiced often by the Kremlin and other Caucasus leaders that instability in the region had been fomented by the U.S., Britain and Israel.

MOSCOW - At least 20 people were killed and dozens were wounded when a suicide bomber rammed a truck filled with explosives into a police headquarters in Russia’s tumultuous North Caucasus region yesterday, according to government officials.
It was the latest episode in a spate of violence to hit the area in recent weeks.
The blast struck the police headquarters in Nazran, the capital of Ingushetia, about 9 a.m. local time as many police officials were arriving at work.
The attack seemed to further undermine the authority of Yunus-Bek Yevkurov, Ingushetia’s populist president, who came to power last October vowing a softer approach in dealing with rebel violence than that of Ramzan Kadyrov, the president of neighboring Chechnya....
And that makes this "suicide" attack STINK ALL the MORE!!!!!
A former intelligence officer and a practicing Muslim, Yevkurov has reached out to opposition leaders as well as militant commanders in an attempt to ease tensions.
But the violence has continued, fueled in part by local militants, as well as by the arrival of separatist fighters fleeing Kadyrov’s brutal counterinsurgency in Chechnya, where a decade and a half of internecine warfare has ground down the rebel movement.

Russian television coverage of yesterday’s attack showed rescue workers picking through smoldering rubble punctuated by a huge crater....
The blast occurred in a heavily populated area, not far from several banks and government buildings. A six-story residential building nearby was also heavily damaged....
At this point, I tend to see that as defending themselves against a tightening western noose.
