JERUSALEM — Israel issued an urgent warning yesterday to its citizens to leave Egypt’s Sinai Peninsula immediately, citing “concrete evidence of an expected terrorist attempt to kidnap Israelis in Sinai.’’

The tunnels are a conduit for commercial goods and people, as well as cash and weapons for Hamas. Most of the tunnels are privately run, but Hamas retains overall control and has a heavy security presence in the area.
