ISLAMABAD, Pakistan — A parliamentary committee agreed on a constitutional amendment yesterday that would strip the Pakistani president of powers inherited from the country’s former military ruler, fulfilling a longstanding opposition demand and reducing pressure on the US-allied leader.

The development could help calm Pakistan’s turbulent political environment at a time when Washington wants the government focused on battling Taliban and Al Qaeda militants blamed for cross-border attacks against US and NATO troops in Afghanistan....

Analysts say the changes mean President Asif Ali Zardari would occupy a largely ceremonial post, but since he derives much of his power from his position as co-head of the largest party, he would still wield significant influence over the government. Furthermore, Prime Minister Yousaf Raza Gilani is a loyal member of Zardari’s party and a strong supporter of the president....

ISLAMABAD, Pakistan — The country’s attorney general resigned yesterday, accusing the government of preventing him from carrying out Supreme Court orders to reopen graft investigations into President Asif Ali Zardari.

Anwar Mansoor’s announcement was the latest chapter in a simmering dispute between the judiciary and Zardari that risks destabilizing the government....

Zardari is a major beneficiary of the graft amnesty, which was part of a broader US-backed deal to allow his wife, Benazir Bhutto, and her political allies to return to Pakistan in 2007 and take part in elections safe from prosecution on charges they have long maintained were politically motivated....

No one ever talks about her; no one ever investigates all the questions and anomalies surrounding her death.

This guy was married to her; don't you think he would want to find out?

ISLAMABAD, Pakistan — Pakistan’s National Assembly yesterday passed sweeping constitutional changes that sharply curtail the president’s power and have at least the potential to stabilize the nation’s political system.

The changes wipe away a host of measures military dictators introduced in recent decades that had eroded the power of Parliament and centralized authority in the hands of the president. Under the changes, Pakistan’s prime minister and its provincial governments are expected to have greater latitude in running the country, which has become a central battleground for the United States in the fight against religious extremist groups.

President Asif Ali Zardari will now have an official role that is largely ceremonial, although he is expected to continue to wield significant influence as leader of the ruling Pakistan People’s Party, or PPP. Zardari handpicked the prime minister, Yousaf Raza Gillani, and the two men are believed to agree on most major issues.... Rifaat Hussain, chairman of the political science department at Quaid-e-Azam University in Islamabad, said “Gillani remains a very docile prime minister. He feels very beholden to Zardari.’’

Party leaders celebrated the unanimous vote yesterday as a crucial victory for democracy in a country where the military has long trumped civilian authority — either by eliminating it through coups or by rendering it powerless to govern. Significantly, Pakistan’s military and security establishment is believed to have largely stayed out of efforts to shape yesterday’s changes. Analysts say that is an indication the military is content for now to allow civilians to be the public face of the government, even as the generals continue to hold vast sway behind the scenes.
