PHILADELPHIA — Police said they believe an off-duty officer who was shot and killed blocks from his precinct house was the victim of a robbery. Police said 40-year-old Officer Moses Walker Jr. had just finished his shift early Saturday when he was shot several times about four blocks from his station in North Philadelphia.
