The state Commissioner of Elementary and Secondary Education won praise yesterday during his first annual review, but no raise, because of the economy.
He didn't need one. Keep a teacher's aide!
In past years, such a review might have resulted in a raise for Chester, said JC Considine, a spokesman for the department. In 2005, then-commissioner David P. Driscoll received a 4 percent raise; in 2006, he received a 5.625 percent increase. Because of the recession, Chester’s salary will remain at $206,000 a year....
Oh, gee, that's a PRETTY GOOD RAISE while the state is BLEEDING RED! Maybe not then -- so they told us -- but look at where we are now. This guy's salary is set on that!

The state commissioner of elementary and secondary education, Mitchell D. Chester, urged school districts to begin the academic year before Labor Day, to have a one weeklong break in March instead of breaks in February and April, and to notify parents, teachers, and staff in advance that vacations might be canceled if the district has to make up an inordinate number of days.
In his memorandum, Chester also suggested scheduling more makeup days.... Chester’s memo about expanding the school year beyond 185 days probably would require renewing contract negotiations with unions, which might be difficult to achieve, said Roseli S. Weiss, superintendent of the Narragansett Regional School District.
