MADRID - Spanish authorities blamed the Basque separatist group ETA for a car bomb that killed a police counterterrorism agent yesterday when it exploded in a town near Bilbao, in northern Spain....

The attack, if it was the work of ETA, ends a six-month lull in the slow stream of killings by the group, four of whose leaders have been arrested in the past year as French and Spanish police hunt what authorities say is a dwindling force.

Interesting timing, cui bono?

A witness interviewed by Spanish radio station Cadena Ser said Puelles, who ran a counterterrorism unit of the national police in Bilbao, had started his car and was pulling out of a parking space when it blew up. The bystander said Puelles screamed for help as his car was engulfed in flames but that nobody could reach him.

Spanish Prime Minister Jose Luis Rodriguez Zapatero, who broke off meetings in Brussels and returned to Madrid following the attack, said, “We knew that it could happen again, even though the terrorists are weaker than ever. My will and my determination to finish ETA is unbreakable.’’

The police spokesman, who spoke on condition of anonymity under police rules, said that “the characteristics of the attack pointed to it being the work of ETA.’’ However, he could not confirm local press reports that the bomb was on the underside of the car near the gas tank. ETA has often placed bombs under cars to target victims such as policemen and politicians.

So does another intelligence agency.

The bombing would be the group’s first fatal attack since it killed a Basque businessman in December because of his involvement in the construction of a high-speed rail link that ETA opposes because it will link the region to Madrid.

It comes as an early test for Patxi Lopez, the socialist politician who became the region’s first non-nationalist leader in May, and who has pledged to improve cooperation between the regional and national police and bring ETA to its knees.

MADRID - Spanish legislators voted yesterday to change a law that let judges indict Osama bin Laden and Chilean dictator Augusto Pinochet, narrowing its scope to cases with a clear link to this country and yielding to criticism that Spain should not act like a global cop.

And CUI BONO? Where was that CRITICISM LOUDEST?

The reform will not be retroactive, so the dozen or so cases now being investigated at the National Court will continue, the Justice Ministry said. These include investigations of alleged Chinese abuses in Tibet, an Israeli air force bombing in Gaza that killed 14 civilians, and alleged torture at the US prison for terrorism suspects in Guantanamo Bay....

But ANYTHING in the FUTURE....!!!!

Spanish judges have used the so-called doctrine of universal justice to prosecute crimes such as torture, terrorism, and genocide with no connection to Spain, prompting protest from countries such as Israel and China.

CUI BONO?

China has NO HISTORY of TERRORISM, nor do they care what the world thinks.

Neither does Israel; however, THEY happen to have an ACTIVE CASE and UNDOUBTEDLY will be ASSAULTING GAZA AGAIN!!! CUI BONO?

New York-based Human Rights Watch criticized the vote, saying Spain had been a model in this field of law and now “many victims of serious human rights violations will lose one of the few places they could turn in search of redress.’’

“It is deplorable for the Spanish government to capitulate to diplomatic pressure,’’ said its spokesman, Reed Brody. The International Criminal Court is the only global war-crimes tribunal, but it can only prosecute crimes committed after its founding treaty, known as the Rome Statute, came into force in 2002 - which means it could not prosecute bin Laden or Pinochet.

But it COULD PROSECUTE BUSH, BLIAR, and the rest of the WESTERN WAR CRIMINALS as well as ISRAEL'S FOUL LEADERSHIP! The fact that this DOES NOT HAPPEN and that the ICC is reserved for black African toadies and poor whire recalcitrants shows you whom the U.N serves.

Also, the ICC’s reach is limited. It can only launch investigations in countries that have ratified the Rome Statute or where it is ordered to by the UN Security Council. The United States has not ratified the statute.

Oh, and we are SO SELF-RIGHTEOUS!!!!!
