The tape was posted on Islamic militant websites two days after the eighth anniversary of the attacks. Bin Laden usually addresses Americans in a message timed around the date of the attacks, which sparked the US-led war in Afghanistan the same year, and then in Iraq two years later.

WASHINGTON - FBI agents and police on a terrorism task force raided residences in New York City before dawn yesterday after a visit from a person believed to be linked to Al Qaeda.
The raids came after an individual under surveillance for alleged links to Al Qaeda came to New York City over the weekend and left the area, Representative Peter King, a New York Republican, said after receiving a briefing on the raids from federal law enforcement officials yesterday.

The joint FBI and Homeland Security intelligence warning, issued Monday, lists indicators that could tip off police to homemade hydrogen peroxide-based explosives, such as people with burn marks on their hands, face or arms; foul odors coming from a room or building; and large industrial fans or multiple window fans. The warning, obtained by The Associated Press, also said that these homemade explosive materials can be hidden in backpacks, suitcases or plastic containers.
The notice was not intended for the public, said Justice Department spokesman Richard Kolko. Homeland Security and the FBI have no specific information on the timing or target of any planned attack, Kolko said, but "we believe it is prudent to share information with our state and local partners about the variety of domestically available materials that could be used to create homemade explosives, which have been utilized in previous terrorist attacks."
Police Commissioner Raymond Kelly said Tuesday he couldn't comment on whether there would be any arrests or whether the raids were tied to al-Qaida.
"I think you just have to think about the sequence of events here," Kelly told the AP. "Warrants were executed. Material was obtained during the execution of those warrants, that material is now being analyzed, and we'll see what develops from the analysis."

WASHINGTON - Terrorists are aiming for hotels and other easier-to-hit targets as security measures at military and government facilities continue to improve, according to a private global intelligence company.
Al Qaeda is changing from a centralized organization with global goals to regional “franchises’’ with more parochial aims and strong grass-roots support, according to a report yesterday from STRATFOR, a Texas-based online intelligence publisher also known as Strategic Forecasting. These smaller cells get less training and less money, so they set their sights lower....
A hotel is the ultimate soft target for Islamic extremists: a fixed location, lots of human traffic, and shallow security perimeters. Hotels also attract many Westerners, giving militants high probabilities of killing or injuring large numbers of them in a single attack, according to the report.
Although hotel security guards try to monitor suspicious people and activities, extremists know the way around it is to check in as a guest, giving them full access to the grounds. As an example, the report said, the bombers who carried out the July 17 twin suicide attacks at the J.W. Marriott and Ritz-Carlton hotels in Jakarta, Indonesia, had registered two days earlier.

From a terrorist’s perspective, the downside to hitting soft targets is that the attacks don’t generate as much “political and ideological mileage’’ as hitting a target such as a better guarded government building or military facility, the report says.

Despite the increasing attacks in hotels, the report said many owners and managers have been reluctant to equip their buildings with more security measures, which can be cumbersome and inconvenience guests. But an attorney representing victims of a 2004 hotel attack has demanded that the owner accept responsibility for security of its guests."
