LONDON - British intelligence officials knew that the Nigerian man suspected of trying to bomb a Detroit-bound airliner had ties to extremists in Britain but did not consider him enough of a high risk to alert American authorities, a senior British official said yesterday.

Officials realized about a year after Umar Farouk Abdulmutallab came to London to study in 2005 that he was in contact with Islamic extremists whose communications were being monitored, a senior government official told the Associated Press yesterday. But there were no signs that Abdulmutallab wanted to target the United States or was considering turning toward violence, the official said, speaking on condition of anonymity because of the sensitivity of his work.

“It was clear he was reaching out to radical extremists in the UK but there was nothing to indicate he was violent,’’ the official said. “There is a very large number of people in the UK who express interest in radical extremism but never turn to violence. He only pinged up on our radar because of other people we were interested in.’’

The British official said even though there are no set profile characteristics to indicate whether a suspect is likely to turn violent, the overall risk a person poses can be assessed by looking at their associates, travel patterns, threats, and activities. He declined to name the extremists that Abdulmutallab had contacted.

“Obviously if there was any indication that he was likely to target the US, we would have immediately alerted our US counterparts,’’ the official said. “But the fact is that many start on this journey of extremism and few complete it.’’

The disclosure came as Prime Minister Gordon Brown announced that full-body scanners would be introduced in British airports and that the UK would dedicate funding for an antiterrorism police unit in Yemen.

Brown told the British Broadcasting Corp. yesterday that all airport security would be increased, and that all passengers, including those only transiting through Britain, would have their hand luggage screened for explosives. It was unclear when the scanners would be introduced. Brown warned that there was no guarantee that the new technology would work. “We have found that there is a new form of explosive that is not being identified by ordinary machines,’’ he said. “We have got to go further.’’

Britain’s main airport operator, BAA, said it has ordered full-body scanners for Europe’s busiest airport, Heathrow, but said they had to be used with other security measures. Heathrow and Manchester airports have had trials using the full-body scanners.

Counterterrorism police and security officials are still piecing together a detailed trail of Abdulmutallab’s communications when he studied engineering at the University College of London between 2005 and 2008. He was denied a second student visa in May 2009 after saying that he wanted to study at an institution that the government said was bogus. Abdulmutallab, who was president of the UCL’s Islamic Society in 2007, is said to have written several e-mails talking about jihad, or holy war.

During his time at UCL, he devoted more time to the group’s activities and charitable fund-raising than to his studies, graduating with a 2.2 average - roughly a C - his friend Rafiq Qasim said yesterday.

LONDON - Airline passengers bound for the United States faced a hodgepodge of security measures across the world yesterday, but most European airports did not appear to be following a new US demand for increased screening of passengers from 14 countries.

US officials in Washington said the new security measures would be implemented yesterday but there were few visible changes on the ground in Europe, which sends thousands of passengers on hundreds of daily flights to the United States. In addition, few if any changes in airline procedures were reported in the 14 countries named by the United States as security risks.... No changes were seen yesterday at international airports in Syria, Algeria, Libya, or Lebanon, four other countries on the list. “Everything is the same, there is no extra security,’’ an aviation official in Lebanon said, speaking on condition of anonymity because he was not authorized to speak publicly.

The changes ordered by President Obama’s administration followed the arrest of a Nigerian man, Umar Farouk Abdulmutallab, who allegedly tried to set off an explosive device on a flight from Amsterdam to Detroit on Christmas Day. Abdulmutallab is at a federal prison in Milan, Mich., and faces a court hearing on Friday. The new rules led to long security lines in Nigeria at Murtala Muhammed International Airport in Lagos, where some travelers were told to show up more than seven hours ahead of their Delta Air Lines direct flight to Atlanta.

His comments were echoed by officials in Germany, France, and Switzerland, who said no new measures had been taken since airport security was increased after the failed Detroit plot. French airport officials said the changes will not be implemented until they are ordered by the French government. In Spain, US-bound passengers from countries on the new watch list were not being singled out for body frisks, a security official admitted, speaking on condition on anonymity in line with agency rules.

US authorities said as of yesterday anyone traveling from or through nations regarded as state sponsors of terrorism - as well as “other countries of interest’’ - will be required to go through enhanced screening.

The Transportation Security Administration said those techniques included full-body pat-downs, carry-on bag searches, full-body scanning and explosive detection technology.

The US State Department lists Cuba, Iran, Sudan, and Syria as state sponsors of terrorism. The US said other countries whose passengers should face enhanced screening include Afghanistan, Algeria, Iraq, Lebanon, Libya, Nigeria, Pakistan, Saudi Arabia, Somalia, and Yemen. Citizens from those countries already require a visa to enter the United States.

Iraq’s international airport in Baghdad already has extremely tight security, with dogs sniffing luggage and passengers getting patted even down before they can enter the airport.

In Nigeria, a minister said the government would perform whatever security checks the US government requested. “It is for the good of everybody that everybody is searched thoroughly,’’ Information Minister Dora Akunyili said.

But she questioned Nigeria’s inclusion on the list, saying Abdulmutallab had lived and studied abroad for years. “It is unfair to discriminate against 150 million Nigerians over the behavior of one person,’’ Akunyili said.

There is no European-wide consensus yet on the need for full-body scanners - which are being sought in Britain by Prime Minister Gordon Brown - but European Union officials said the issue will be raised at a special security meeting soon.
